RECOMMENDATION(S)

Recommendation

1.                     Accept grant award (No. 2019-0003) in the amount of $563,893 from the California Governor’s Office of Emergency Services for the 2019 Emergency Management Performance Grant (EMPG) to continue support of comprehensive emergency management programs and encourage the improvement of mitigation, preparedness, response and recovery capabilities for all hazards, with a performance period of July 1, 2019 to June 30, 2021.

2.                     Approve Subrecipient Agreement/Assurances template to be entered into between the County and all grant subrecipients for Grant Award No. 2019-0003.

3.                     Authorize the Emergency Services Manager to sign the Subrecipient Assurances template with all grant subrecipients to secure Grant Award No. 2019-0003.

4.                     Adopt resolution that amends Resolution No. 2019-161 by removing the word “Interim” before the title Fire Chief/Fire Warden, such that the San Bernardino County Fire Protection District Fire Chief/Fire Warden, along with any of the other officers and employees identified in Resolution No. 2019-161, may exercise the authority provided in the resolution.

FINANCIAL IMPACT

Approval of this item will not result in the need for additional Discretionary General Funding (Net County Cost).  The grant award of $563,893 will be used to fund EMPG eligible costs in the following areas: planning, training, equipment, organization, and management/administration.  The grant funds will be distributed to the San Bernardino County Fire Protection District (SBCFPD) Office of Emergency Services (OES) and participating cities/towns as reflected in the following table:

This grant requires a dollar-for-dollar match (cash or in-kind) that will be met collectively between SBCFPD-OES and the participating cities/towns based on their specific allocation.  This grant award was expected and therefore included in the OES 2019-20 budget. Grant funds not expended in the current fiscal year will be carried-over to the 2020-21 budget.

 

BACKGROUND INFORMATION

EMPG is a program offered by the Federal Emergency Management Agency/Department of Homeland Security to provide funding for support of comprehensive emergency management programs at the state, tribal and local levels to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards.  The San Bernardino County Operational Area, which was established as an intermediate level of the State’s emergency services organization to manage and/or coordinate emergency preparedness efforts, has been receiving EMPG funds annually since 2004.

 

On October 8, 2019 (Item No. 18), the Board of Supervisors (Board) approved the Standard Assurances for the California Governor’s Office of Emergency Services (CalOES) Federal Grant Programs pertaining to the 2019 EMPG (County Agreement No. 19-679).  At that time, the Board also authorized submittal of a grant application to CalOES for the 2019 EMPG.  Additionally, Resolution No. 2019-161 was adopted, as required by CalOES for the Fiscal Year 2019 Emergency Management Preparedness Grant, authorizing the Interim Fire Chief/Fire Warden to submit the grant application, act as a signatory and execute any grant amendments.  The Resolution is being amended to remove the word “Interim” before the title Fire Chief/Fire Warden, such that the resolution authorizes the Fire Chief/Fire Warden, along with any of the other officers and employees identified in Resolution 2019-161, may exercise the authority provided in the resolution. 

 

On February 21, 2020, CalOES informed SBCFPD that the County’s EMPG application was approved, awarding grant funds of $563,893 for the performance period of July 1, 2019 to June 30, 2021.  The retroactive nature of this grant is due to SBCFPD not receiving approval from Cal OES to apply for the grant until October 2019.  In accordance with the EMPG program, these grant funds will be used to support activities that contribute to San Bernardino County’s capabilities to prevent, prepare for, mitigate against, respond to and recover from emergencies or disasters, whether natural or man-made.   

 

This item also requests approval of a Subrecipient Agreement/Assurances template.  This agreement will be completed and executed by the grant subrecipients receiving funding under Grant Award No. 2019-0003 to ensure that the subrecipients comply with all applicable terms and conditions of the grant award.  Authorization to allow the Emergency Services Manager to execute these documents will expedite the authorization to spend for the subrecipients. 

 

Pursuant to County Policy 05-13, the Board must approve acceptance of all grant awards.  This item also includes authorization for the Chief Executive Officer of San Bernardino County to accept additional 2019 grant funds should they become available within the same grant/performance period.  In the past, excess grant funding has been offered by the State to grant recipients.  However, the award of these excess funds requires that project(s) be completed in a very short timeframe, usually near the end of the performance period.  Since time constraints may preclude OES from obtaining Board approval for acceptance of the additional funds, authorization for the Chief Executive Officer to accept any excess 2019 EMPG funds is needed to prevent the loss of potential funding.  The Chairman of the Board must concur that the time constraints will not permit OES to wait for Board approval.
