RECOMMENDATION(S)
Recommendation
1. Approve the following addenda to the Bid Documents for the Fuel Tank Infrastructure Phase II Project (No. 10.10.0606).
a. Addendum No. 1 dated December 26, 2019, which provided clarifications in response to contractor questions and revised the Project drawings.
2. Award a construction contract in the amount of $627,894 to Fleming Environmental, Inc. of Fullerton, CA 92831 for the Fuel Tank Infrastructure Phase II Project.
3. Authorize the Director of Real Estate Services Department to order any necessary changes or additions in the work being performed under the contract for a total not to exceed $43,895, pursuant to Public Contract Code Section 20142.
4. Authorize the Director of Real Estate Services Department to accept the work when 100% complete, execute, and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Fuel Tank Infrastructure Phase II Project (Project) budget of $1,000,000 is comprised of the following components:

The project budget of $1,000,000 is funded from the Fleet Management Department (Fleet) Internal Service Fund Net Position as approved by the Board of Supervisors (Board) as part of the 2019-20 Capital Improvement Program (CIP) First Quarter Budget Report. Sufficient appropriation and revenue is included in the 2019-20 CIP budget to award this contract.
BACKGROUND INFORMATION
Approval of the recommendations will authorize the Real Estate Services Department (RESD), to proceed with this Project and construction of the Fleet fuel facility located in Baker. The Project will install two 10,000 gallons fuel tanks, one with diesel fuel, and one with unleaded fuel adjacent to Fire Station #53 to Improve County Government Operations, and Ensure Development of a Well-Planned, Balanced, and Sustainable County.
On November 5, 2019 (Item No. 31), the Board found that this Project is exempt under California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations), Section 15301, Class 1, subsection (b), (Existing Facilities - Utility Addition) and directed the Clerk of the Board to file and post the Notice of Exemption for the Project.
This Project is consistent with County Administrative Office CIP request No. 18-183.
PROCUREMENT
On November 5, 2019 (Item No. 31), the Board authorized RESD to advertise for competitive bids for the Project. On November 8, 2019, RESD advertised for bids in the Daily Press, six Plan Rooms, and on the County Electronic Procurement Network (ePro) website. On December 3, 2019, five contractors attended a mandatory job walk. On December 26, 2019, Addendum No. 1 was issued to provide clarifications to contractor questions and modified project drawings.
