Recommendation
1. Approve Amendment No. 1 to Job Order Contract No. 19-828 with Angeles Contractor, Inc. in the amount of $1,600,000 increasing the contract from $3,000,000 to a total of $4,600,000, to provide General Engineering Job Order Contract services (Four votes required).
2. Approve Amendment No. 1 to Job Order Contract No. 19-254 with D. Burke Mechanical Corporation in the amount of $1,600,000 increasing the contract from $3,000,000 to a total of $4,600,000, to provide Mechanical Job Order Contract services (Four votes required).
3. Approve Amendment No. 1 to Job Order Contract No. 19-832 with D. Burke Mechanical Corporation in the amount of $1,600,000 increasing the contract from $3,000,000 to a total of $4,600,000, to provide Mechanical Job Order Contract services (Four votes required).
4. Approve Amendment No. 1 to Job Order Contract No. 19-255 with Mesa Energy Systems, Inc. in the amount of $1,600,000 increasing the contract from $3,000,000 to a total of $4,600,000, to provide Mechanical Job Order Contract services (Four votes required).

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). These unencumbered contracts will be funded from projects that were approved as part of the 2019-20 Capital Improvement Program (CIP) budget.
BACKGROUND INFORMATION
Public Contract Code section 20128.5 authorizes the County to use Job Order Contracts (JOC) Services to rapidly engage contractors to perform the repair, renovation, remodeling, or other repetitive work at existing public facilities utilizing a unit price structure. Experience with this process has shown that JOC offers several advantages over traditional procurement methods for construction services including the savings of time and costs related to not developing detailed bid documents, advertising a project, and obtaining individual project related construction contract approval. The savings of time, effort and cost of the JOC program thereby achieves the County and Chief Executive Officer Goals and Objectives to Operate in a Fiscally-Responsible and Business-Like Manner and Improve County Government Operations.
On April 30, 2019 (Item No. 64) and December 17, 2019, (Item No. 53), the Board of Supervisors (Board) awarded General Building, General Engineering, Mechanical, and Painting and Flooring JOC contracts to provide JOC services through April 29, 2020 and December 16, 2020 respectively. Amendment No. 1 will increase the not-to-exceed amount of the contract with Angeles Contractor, Inc., (Contract No. 19-828) for General Engineering JOC services by $1,600,000 for a total of $4,600,000, and increase the not-to-exceed amount of the contracts with D. Burke Mechanical Corporation (Contract Nos. 19-254 and 19-832) and Mesa Energy Systems, Inc., (Contracts Nos. 19-255 and 19-833) for Mechanical JOC services by $1,600,000 for a total of $4,600,000 each. Approval of the recommended amendments will allow the Real Estate Services Department - Project Management to move forward on several approved CIP and Minor CIP projects including but not limited to the repair of 44 Air Handler Units at Arrowhead Regional Medical Center, modernization of the Central Plant at West Valley Detention Center, and the relocation of Sheriff’s IRNET, Narcotics and SED units. The funds for the existing Job Order Contracts in these categories have been allocated to projects currently in progress, creating a need for increased contract amounts.
PROCUREMENT
The amendments will ensure progress will continue on these projects through the end of the contract term and ensure the availability of funds and contractors to perform work in these specific areas for upcoming projects. No additional procurement activities are required.
