Recommendation

Approve Amendment No. 2, effective July 1, 2020, to contracts with the following agencies to provide tutoring services on a fee-for-service basis, updating standard contract language, increasing the total aggregate contract amount by $175,000, from $700,000 to $875,000, and exercising the final one-year option to extend the contracts, for the total contract period of July 1, 2016 through June 30, 2021:

2.                     One on One Learning, Corp., Contract No. 16-332

3.                     Professional Tutors of America, Inc., Contract No. 16-334

4.                     Studentnest, Inc., Contract No. 16-337

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The total cost of these services will not exceed $175,000 individually or in the aggregate for 2020-21 and is funded 100% by realignment funds.  Adequate appropriation and revenue will be included in the Human Services Administrative Claim 2020-21 recommended budget.

 

BACKGROUND INFORMATION

Children in foster care face a myriad of challenges, including, but not limited to, disabilities caused by abuse, neglect, and separation from their families and communities.  As a result, foster youth may have greater educational needs.  California regulations require Juvenile Courts to determine foster youths’ educational needs, identify a plan for meeting those needs, and review reports regarding those needs from Children and Family Services (CFS).  The tutoring services program is designed to increase the academic success of foster youth placed under the care and supervision of CFS by the Juvenile Court.  Approval of the recommended amendment to the contracts with the agencies listed in the Recommendation will allow CFS to continue to meet the educational needs of foster youth by improving their academic performance through individual tutoring at the estimated cost of $336 per student for 2020-21.

 

Although each contract is written in an amount not to exceed $875,000, combined spending will not exceed $875,000 for the total contract period.  The contracts are written in this manner to allow CFS the flexibility to select the contractor that best meets the needs of each client.  CFS will monitor individual referrals to ensure that total payments do not exceed total spending authority.

 

The recommended amendment to the contracts with the agencies listed in the Recommendation will exercise the final option to extend the contracts for one additional one-year period.  Contractor performance will continue to be monitored by review of invoices and annual site visits to ensure compliance with the administrative, program, and fiscal terms and conditions of the contracts.

 

PROCUREMENT

On June 14, 2016 (Item No. 38), as the result of a formal procurement, the Board of Supervisors (Board) approved contracts with the agencies listed in the Recommendation, in the aggregate amount of $525,000, for the contract period of July 1, 2016 through June 30, 2019, with the option to the extend for two additional one-year periods contingent upon funding and contractor performance.  On April 16, 2019 (Item No. 14), the Board approved Amendment No. 1, effective July 1, 2019, to the contracts with the aforementioned agencies, increasing the aggregate amount by $175,000 to $700,000, and exercising the first option to extend the contract period by one-year, for the total contract period of July 1, 2016 through June 30, 2020.
