RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant award agreement (State Agreement No. 19-10935) from the California Department of Public Health for Hepatitis C prevention and control activities, in the amount of $1,114,785, commencing upon execution through June 30, 2024.

2.                     Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award agreement, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all non-substantive amendments in relation to this grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant funding in the amount of $1,114,785 from the California Department of Public Health (CDPH) for Hepatitis C prevention and control activities does not require a match.  Approval of the necessary budget adjustments to the Department of Public Health’s (DPH) 2019-20 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval.  Adequate appropriation and revenue will be included in DPH’s future recommended budgets.

 

BACKGROUND INFORMATION

CDPH is providing grant funding to local health jurisdictions to develop and implement a public education and outreach program to raise hepatitis C virus (HCV) awareness in high risk groups through the enhancement of activities such as counseling, education, and testing, as appropriate, within local state-funded programs.  DPH will utilize the grant funding to enhance HCV prevention and control activities that will include monitoring, prevention, testing, and linkage to and retention in care activities for the most vulnerable and underserved individuals living with, or at high risk for, HCV infection in collaboration with one or more community-based organizations.  Services will be provided by contractor(s) selected through a competitive procurement, and by existing DPH staff currently performing HIV prevention and control functions.

 

On December 30, 2019, the County Administrative Office authorized the submission of the grant application to CDPH for HCV prevention and control funding, in the amount of $222,957 annually, for a total of $1,114,785 over the five-year grant period of to begin December 1, 2019 or upon execution, through June 30, 2024. 

 

On February 25, 2020, DPH received the grant award agreement (State Agreement No. 19-10935) from CDPH for HCV prevention and control activities, in the amount of $1,114,785, commencing upon execution through June 30, 2024.  This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact DPH’s HCV prevention and control services or activities.
