RECOMMENDATION(S)

Recommendation

1.                     Accept grant award (Award No. 1 UT8HA33958-01-00), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White HIV/AIDS Program Parts A and B - Ending the HIV Epidemic: A Plan for America, to expand access to care and treatment to persons living with HIV in San Bernardino and Riverside counties, in the amount of $1,000,000, for the period of March 1, 2020 through February 28, 2021.

2.                     Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all non-substantive amendments in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award in the amount of $1,000,000 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) does not require a match.  Approval of the necessary adjustments to the Department of Public Health’s (DPH) 2019-20 budget is not requested at this time but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval.  Adequate appropriation and revenue will be included in DPH’s 2020-21 recommended budget.

 

BACKGROUND INFORMATION

The Ryan White HIV/AIDS Program Parts A and B - Ending the HIV Epidemic: A Plan for America grant award provides funding to implement effective and innovative strategies, interventions, approaches, and services to reduce new HIV infections in the United States.  The purpose of the Ending the HIV Epidemic: A Plan for America is to use the initiative resources in conjunction with the Ryan White HIV/AIDS Program Parts A and B systems of HIV care and treatment to develop, implement, and/or enhance innovative approaches to engaging people with HIV who are newly diagnosed, not in care, and/or not virally suppressed in San Bernardino and Riverside counties.   DPH will use the funds to expand capacity to persons living with HIV in San Bernardino and Riverside counties to ensure improved linkage to care from HIV/STD testing facilities.

 

On October 9, 2019, the County Administrative Office authorized the submission of the grant application to HRSA for The Ryan White HIV/AIDS Program Parts A and B - Ending the HIV Epidemic: A Plan for America, in the amount of $4,000,000 annually for a five-year grant period of March 1, 2019 through February 28, 2025.

 

On February 26, 2020, DPH was notified by HRSA of its award of $1,000,000 in annual funding for the Ending the HIV Epidemic: A Plan for America initiative over the five-year grant period and received the grant award (Award No. 1 UT8HA33958-01-00), in the amount of $1,000,000 for the first year of funding, for the period of March 1, 2020 through February 28, 2021.  DPH will return to the Board to accept additional funding from HRSA for the period of March 1, 2020 through February 28, 2021.  

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact DPH’s HIV/AIDS Program services or activities.
