RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant award agreement (State Agreement No. 19-10555) from the California Department of Public Health of STD Local Assistance Funds for Core STD Program Management activities, in the amount of $1,231,675, for the period of July 1, 2019 through June 30, 2024.

2.                     Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award agreement, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award in the amount of $1,231,675 from the California Department of Public Health (CDPH) of STD Local Assistance Funds does not require a match.  Approval of the necessary budget adjustments to the Department of Public Health’s (DPH) 2019-20 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval.  Adequate appropriation and revenue will be included in DPH’s future recommended budgets.

 

BACKGROUND INFORMATION

CDPH is providing additional funding to enhance disease control efforts through the implementation of evidence-based public health activities to proactively address sexually transmitted diseases within the local health jurisdiction, with an emphasis on the prevention and control of infectious syphilis, congenital syphilis, gonorrhea, and chlamydia trachomatis infection.  DPH will use the STD Local Assistance Funds grant award for Core STD Program Management activities to improve the timeliness, accuracy and reliability of STD (sexually transmitted disease) case data and implement additional infection control measures.

 

DPH will perform enhanced core STD activities to ensure high quality outcomes of case-based surveillance; disease intervention and partner services to prevent further transmission; STD screening and treatment services; increase STD/sexual health awareness and primary prevention; and effective communication and policy development to support STD prevention.

 

DPH’s Communicable Disease Section (CDS) is responsible for tracking and monitoring communicable diseases that arise throughout the county. The California Code of Regulations (CCR) requires physicians, laboratories, schools and hospitals to report more than 80 diseases and conditions to DPH.  CDS reduces the spread of communicable disease, including STDs, by investigating reported diseases, implementing control measures, tracking disease trends and identifying potential sources of disease outbreaks.

 

On October 2, 2019, the County Administrative Office authorized the submission of the grant application to CDPH of STD Local Assistance Funds for Core STD Program Management activities, in the amount of $1,231,675, for the period of July 1, 2019 through June 30, 2024. 

 

On February 13, 2020, DPH received the grant award agreement (State Agreement No. 19-10555) from CDPH for STD Local Assistance Funds, in the amount of $1,231,675, for the period of July 1, 2019 through June 30, 2024.  This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact DPH’s STD prevention and control activities.
