RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to Contract No. 17-303, effective July 1, 2020, with Foster Assessment Center & Testing Service, Inc, increasing the total contract amount by $120,000, from $300,000 to $420,000, for the provision of Learning Disability Evaluation Services, and exercising the final two one-year options to extend the contract, for the total contract period of July 1, 2017 through June 30, 2022.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The cost of this contract amendment in the amount of $120,000 is 100% federally funded by the California Work Opportunity and Responsibility to Kids (CalWORKs) Single Allocation - Welfare-to-Work (WTW).  Adequate appropriation and revenue have been included in the Human Services Administrative 2020-21 recommended budget, and will be included in the 2021-22 recommended budget.

 

BACKGROUND INFORMATION

Under the terms of the recommended amendment, the Transitional Assistance Department (TAD) will continue to comply with the CalWORKs legislation requirement to screen CalWORKs customers for the presence of learning disabilities and identify accommodations that will enable individuals with diagnosed learning disabilities to participate to the fullest extent possible in the WTW program.

 

TAD conducts Learning Disability Evaluation (LDE) testing through the contracted vendor for an average of 80 customers per year.  For those customers who are diagnosed with a learning disability, the contractor will recommend appropriate accommodations and identify local resources that are available to the customer.  The results of the LDE will assist TAD staff in developing WTW plans that accurately address each customer’s needs, ensure the appropriateness of referrals to WTW activities, and arrange for necessary accommodations and/or modifications to program services and activities.

 

Contractor performance will continue to be monitored to review for compliance with the administrative, fiscal, and program terms and conditions of the contract.  This item exercises the last two one-year options to extend the contract.  A procurement will be conducted for a new contract to be effective July 1, 2022.

 

PROCUREMENT

On May 23, 2017 (Item No. 131), as a result of a formal procurement, the Board of Supervisors approved Contract No. 17-303 with Foster Assessment Center & Testing Service, Inc., in an amount not to exceed $300,000, to provide LDE Services for the three-year period of July 1, 2017 through June 30, 2020, with the option to extend the contract two additional one-year periods by mutual agreement of the parties.
