Recommendation
Authorize the Purchasing Agent to issue a SAP Contract with Arthrex, Inc. in the amount of $700,000 for the purchase of specialty orthopedic surgical implants and accessories for a two-year period April 7, 2020, through April 6, 2022.

FINANCIAL IMPACT
Approval of this item with Arthrex, Inc. (Arthrex) will not result in the use of Discretionary General Funding (Net County Cost) as the cost of $700,000 for purchase of specialty orthopedic surgical implants and accessories is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2019-20 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The contract with Arthrex, Inc. will allow ARMC to purchase specialty orthopedic surgical implants and accessories for anticipated orthopedic procedures. Arthrex provides implants and fixation plates and screws used in the treatment of difficult fractures in the wrist, shoulder, knee, foot, and ankle. Arthrex supplies proprietary technology such as the Bio-Tenodesis Screw™ System used in ligament and tendon repairs and reconstructions, which decreases the complexity and length of time required to complete the repair or reconstruction of ligaments and tendons. FiberLoop® is also proprietary to Arthrex and is a continuous loop of FiberWire with multiple needle options used in place of traditional sutures used to complete the repair. The use of these products in ligament and tendon repairs and reconstructions provides a more positive surgical and patient experience with the procedure, recovery, and performance of the repaired ligament or tendon overall. These Arthrex implants and accessories provide for the safety, health, and social service needs of county residents by enhancing the flexibility of the repaired ligaments and tendons.
PROCUREMENT
Purchasing has approved this non-competitive procurement based on functional specification, as Arthrex offers a number of specialized proprietary products used for orthopedic procedure applications, which include but are not limited to plate and screw systems, such as the Bio-Tenodesis Screw™ System, and the FiberLoop® continuous loop wire with various needle options that replaces traditional sutures.
