RECOMMENDATION(S)

Recommendation

1.                     Accept grant award (Award No. 1 H8CCS34106-01-00), from the United States Department of Health and Human Services, Health Resources and Services Administration for Coronavirus Supplemental Funding for Health Centers, to support San Bernardino County prevention, preparation, and response activities, in the amount of $64,331, for the period of March 15, 2020 through March 14, 2021.

2.                     Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all non-substantive amendments in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award in the amount of $64,331 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) in Coronavirus (COVID-19) supplemental funding for health centers does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget and will be included in the 2020-21 recommended budget.

 

BACKGROUND INFORMATION

Pursuant to the 2020 COVID-19 Preparedness and Response Supplemental Act, HRSA is providing supplemental funding to local health jurisdictions for the prevention, preparation, and response activities due to the COVID-19 pandemic.  DPH may use the grant award to support a wide range of COVID-19 related activities that include, but are not limited to: patient and community education, screening, testing, and laboratory services, adding providers and other personnel, training, purchase of vehicles to transport patients or health center personnel, supplies (such as personal protective equipment, infection control supplies), equipment (such as telehealth equipment), and health information technology (such as technology to support tracking, sharing, and reporting capacity).

 

On March 24, 2020, DPH received the grant award (Award No. 1 H8CCS34106-01-00) from HRSA for the COVID-19 supplemental funding for health centers, in the amount of $64,331, for the period of March 15, 2020 through March 14, 2021.  This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board of Supervisors at this time will not impact DPH services or activities as the funding will allow reimbursements for COVID-19 related services and activities.
