RECOMMENDATION(S)

Recommendation

Approve contract with Riverside - San Bernardino County Indian Health, Inc. to provide Native American Resource Center program services, which will provide an extensive array of behavioral health resources to address the identified behavioral health needs and stressors of Native-American communities by providing prevention and early intervention services within the community, in natural, culturally appropriate settings, in the amount of $2,500,000, for the period of July 1, 2020 through June 30, 2025.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The contract amount of $2,500,000 with Riverside - San Bernardino County Indian Health, Inc. (RSBCIH) for Native American Resource Center program services is 100% funded by Mental Health Services Act, Prevention and Early Intervention funding.  Adequate appropriation and revenue will be included in the Department of Behavioral Health’s (DBH) recommended 2020-21 budget and future recommended budgets.

 

BACKGROUND INFORMATION

RSBCIH provides Native American Resource Center program services to address the mental health needs of the Native American population residing in San Bernardino County. Services and resources include mental health treatment, support groups, outreach and education, and activities specifically aimed at reducing stigma and discrimination associated with mental illness and seeking services. The Native American Resource Center program serves the needs of all age groups, and targets communities with high numbers of the Native American population. Since 2010, RSBCIH has successfully provided Native American Resource Center program services to San Bernardino County residents through a contract with DBH. The recommended contract with RSBCIH will provide services to approximately 3,000 participants annually at an estimated cost of $166 per participant.

 

PROCUREMENT

DBH researched the current market and was unable to find other local providers to provide the same level of mental health services required of the Native American Resource Center Program.  The closest providers were in San Diego County and Ventura County. However, in serving the Native American community, it is important to have a provider that has established trust within the local culturally specific community.

 

The recommended non-competitive contract with RSBCIH will allow DBH to continue to utilize the services of RSBCIH. Purchasing supports the non-competitive contract with RSBICH to provide Native American Resource Center program services with a justification that they are the only agency that has been successful in meeting the minimum mandatory requirements to submit an application for this program in the two previous procurements. Contractor performance will be monitored by DBH on a regular basis to ensure compliance standards are met.
