RECOMMENDATION(S)
Recommendation
Approve Amendment No. 1, effective June 3, 2020, to non-financial Memorandum of Understanding (Contract No. 17-728) with Building A Generation to continue providing parenting classes to parents/caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs, extending the contract period an additional two years, for the total contract period of September 13, 2017 through September 30, 2022.

FINANCIAL IMPACT
The Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
Building A Generation provides a 16-week Nurturing Parenting Program (NPP) that targets families who are at risk of abuse and neglect. NPP features activities to foster positive parenting skills. The recommended amendment will allow Building A Generation to continue providing parenting classes to parents/caregivers of Preschool Services Department (PSD) enrollees at the Head Start sites in the East Valley area.
Head Start Performance Standards require PSD to work with parents to establish goals based on identified strengths, weaknesses, and needs of the family. PSD utilizes agencies within the community to assist parents in meeting their goals; Building A Generation provides parenting classes to parents and caregivers to support their established goals.
PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services.
On September 12, 2017 (Item No. 33), the Board of Supervisors (Board) approved the non-financial MOU with Building A Generation to provide parenting classes to parents/caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs for the period of September 13, 2017 through June 30, 2020.
