RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2, effective July 1, 2020, for the following agencies to provide continued tutoring services, exercising the final option to extend the contracts an additional year, for the total contract period of July 1, 2016 through June 30, 2021, with no change to the aggregate amount not to exceed $800,000:

1.                     Jeffrey Ordaz Tutoring Services, Contract No. 16-418 A-1;

2.                     One on One Learning, Corp., Contract No. 16-420 A-1;

3.                     Professional Tutors of America, Inc., Contract No. 16-422 A-1;

4.                     Studentnest, Inc., Contract No. 16-425 A-1;

5.                     Thrive Academics, Inc., Contract No. 16-427 A-1.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  These contracts are funded entirely through the Juvenile Justice Crime Prevention Act (JJCPA).  Annually, the JJCPA allocates funding from the State for programs that address juvenile crime prevention and focus on public safety.  Adequate appropriation and revenue to fund this item will be included in the Probation Department’s (Department) 2020-21 recommended budget. 

 

BACKGROUND INFORMATION

The recommended contract amendments will extend the contract terms for an additional year for the continued provision of tutoring services.  The Department annually receives an allocation from the State of California under the JJCPA for programs that address juvenile crime prevention and focus on public safety.  For a number of years, the Department has used a portion of these JJCPA funds to contract with vendors to provide tutoring services for individuals age 17 and under who may be under the jurisdiction of the Juvenile Court, referred by Probation Officers, or have shown signs that they may be predisposed to delinquent behavior.  The tutoring is designed to bring students’ academic performance up to grade level or to enhance current educational skills in the academic areas of math, reading, English language arts, science, social studies, computer science, and other related subjects. 

 

PROCUREMENT

On June 14, 2016 (Item No. 77), resulting from a formal procurement, the Board of Supervisors (Board) approved contracts with 11 vendors for the provision of Probation tutoring services, in an aggregate amount not to exceed $800,000, for the period of July 1, 2016 through June 30, 2019. 

 

On May 21, 2019 (Item No. 77), the Board approved Amendment No.1 to five of the 11 contracts, exercising the first option to extend the contracts for an additional year through June 30, 2020.  The six contracts not included were not renewed as these contractors did not wish to continue providing services.  The recommended amendments will exercise the final option to extend the contract terms for an additional year through June 30, 2021.
