Recommendation
Approve Amendment No. 2 to Agreement No. 16-449 with Five Keys Charter School to provide inmate education programs to inmates at the County’s detention facilities, exercising the second and final option to extend the contract term by one year from July 1, 2020 through June 30, 2021, at no cost to the County.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). There is no financial impact resulting from the Agreement. Five Keys Charter School (Five Keys) provides inmate education programs at no cost to the County. Five Keys receives its funding through the Average Daily Attendance apportionment per student inmate from the California Department of Education.
BACKGROUND INFORMATION
The Sheriff/Coroner/Public Administrator (Department) provides adult education programs for inmates. The goal of these programs is to aid in providing inmates with life skills and abilities, to assist them in becoming productive citizens. Five Keys delivers its curriculum by independent study or classroom instruction and provides education services to approximately 400 inmates per year in the following areas, based upon each inmate’s academic needs: General Education Development (GED), High School Equivalency (HSE), high school diploma, and English as a Second Language (ESL).
PROCUREMENT
On June 14, 2016 (Item No. 118) the Board of Supervisors (Board) approved agreement No. 16-449 with Five Keys to provide education programs for inmates at the County’s detention facilities for a three-year period from July 1, 2016 through June 30, 2019, with the option to extend the term for two additional one-year periods.
Amendment No. 1 (June 11, 2019; Item No. 70), extended the term of the contract by one year from July 1, 2019 through June 30, 2020.
The proposed amendment will extend the contract term from July 1, 2020 through June 30, 2021. The agreement may be terminated by either party upon 30 days advance written notice.
