RECOMMENDATION(S)
Recommendation
1. Ratify action taken by the Chief Executive Officer, while serving as the Director of Emergency Services, on June 1, 2020 proclaiming the existence of a local emergency as a result of the May 31, 2020 civil unrest.
2. Continue the local emergency, which still exists and continues to be an emergency, for an additional period in accordance with Government Code section 8630(c).

FINANCIAL IMPACT
Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost) as there is no cost or financial impact associated with ratifying the proclamation or continuing this local emergency. However, the County has incurred significant costs resulting from this emergency. The San Bernardino County Operational Area, which coordinates emergency management provisions within the County, has begun the complex process of assessing the effects of the civil unrest. The preliminary damage estimate is currently still under review. This amount will include damage to public systems, roads and businesses, as well as cost for debris removal. These costs, which are not fully determined at this time, could potentially require the use of additional Discretionary General Funding. Should this occur, a future item will be submitted to the Board of Supervisors (Board) for approval.
BACKGROUND INFORMATION
Commencing on May 30, 2020, civil unrest resulted in damage, graffiti, looting and arrests in various locations in the County of San Bernardino. In the immediate wake of such unlawful activities, numerous businesses in the County of San Bernardino remain unsecured and the affected cities are actively engaged in damage assessment. The impacts to public safety and other County departments and personnel resulting from the number and magnitude of such unusual occurrences is extensive, and there is reasonable concern that similar unlawful activities will continue over the coming days.
Because of the extensive damage resulting from the civil unrest, the Chief Executive Officer, while serving as the Director of Emergency Services, proclaimed the existence of a local emergency. The County has declared the emergency and request that the Governor of California declare a state of emergency and make all relevant funds available
Board approval of this item will ratify the action taken by the Chief Executive Officer and will continue the local emergency as conditions that threaten the safety of persons and property may still exist.
Pursuant to Government Code section 8630(C), the Board shall review the need for continuing the local emergency at least once every 60 days until the Board terminates the local emergency.
