RECOMMENDATION(S)

Recommendation

1.                     Approve the plans and specifications, and authorize the Deputy Director of the Real Estate Services Department - Project Management to advertise for competitive bids for the High Desert Detention Center Generator Replacement Project at 9438 Commerce Way, Adelanto.

2.                     Find the High Desert Detention Center Generator Replacement Project in Adelanto is exempt under the California Environmental Quality Act (CEQA) Guidelines, Section 15303, new construction or conversion of small structures.

3.                     Direct the Clerk of the Board to file and post the Notice of Exemption of the Project as required under California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The project budget of $2,000,700 is funded from the Discretionary General Fund as approved by the Board of Supervisors (Board) as part of the 2019-20 Capital Improvement Program (CIP) budget.

 

BACKGROUND INFORMATION

Approval of this item will allow the Real Estate Services Department - Project Management (RESD-PM) to solicit competitive bids for the High Desert Detention Center (HDDC) Generator Replacement Project (Project) located in Adelanto.  The Project will install a new 1250 kilowatt generator, and relocate an existing 900 kilowatt generator to provide emergency backup power for the HDDC. This meets the County goals of Improving County Government Operations, and Operating in a Fiscally-Responsible and Business-Like Manner.

 

It is recommended the Board determine the Project to be categorically exempt from further review under Section 15303, (New construction or conversion of small structures) of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations). As evidenced by the Notice of Exemption, Section 15303 provides categorical exemption for projects involving minor alterations of Class 3 small facilities or structures; installation of small new equipment and structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.  All work involved in the Project is consistent with Class 3 exemptions.

 

This Project is consistent with County Administrative Office approved CIP Request No. 16-094 (WBSE 10.10.0180).

 

PROCUREMENT

RESD-PM will advertise the Project for competitive bids on June 12, 2020.  A Mandatory Pre-Bid Meeting for prospective bidders is scheduled for June 24, 2020, at 10:00 a.m. at the HDDC located at 9438 Commerce Way in Adelanto, California.  The bid opening for the Project is scheduled for July 22, 2020, at 11:00 a.m. at RESD-PM.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
