Recommendation
Approve Amendment 1, effective July 1, 2020, to the following contracts for the provision of Substance Use Disorder Services California Work Opportunity and Responsibility to Kids Life Skills program, increasing the total contract amount by $558,152, from $2,232,609 to $2,790,761, and extend the contracts from July 1, 2020 to March 31, 2021, for the total contract period of July 1, 2017 through March 31, 2021:
1. Inland Valley Drug and Alcohol Recovery Services, Inc., Contract No. 17-422, increasing the total contract amount by $226,278, from $905,112 to $1,131,390.
2. Mental Health Systems, Inc., Contract No. 17-423, increasing the total contract amount by $141,272, from $565,089 to $706,361.
3. St. John of God Health Care Services, Contract No. 17-424, increasing the total contract amount by $190,602, from $762,408 to $953,010.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase in the amount of $558,152 for Substance Use Disorders Services (SUD) California Work Opportunity and Responsibility to Kids (CalWORKs) Life Skills program is 100% funded by the CalWORKs program through the Transitional Assistance Department. Adequate appropriation and revenue will be included in the Department of Behavioral Health’s (DBH) 2020-21 recommended budget.
BACKGROUND INFORMATION
As the Mental Health Plan for the County, DBH is responsible for providing mental health and/or substance use disorder services to San Bernardino County residents who are experiencing major mental illness and/or substance use disorders. The SUD CalWORKs Life Skills program provides life skills education for CalWORKs participants, identifies individuals with a substance use disorder and/or mental health barriers, and provides referrals to treatment and resources which will enable participants to obtain and retain employment. The recommended contract amendments will provide an estimated 12,980 service hours to eligible CalWORKs participants countywide, at an average cost of $43 per service hour.
The SUD CalWORKs Life Skills program provides CalWORKs participants information and training by Life Skills facilitators in topics such as stress management, goal setting, home organization, practical living habits, time management, parenting and coping skills, and healthy relationship interactions in order to remove barriers in obtaining and sustaining employment. In addition, CalWORKs participants are screened and referred to appropriate services for substance use disorders and/or mental health treatment.
CalWORKs, a California Department of Social Services program, supports the County Goals and Objectives of providing for the health and social service needs of San Bernardino County residents by providing cash aid and services to eligible needy families. Each county participating in the CalWORKs program must develop a plan that describes how the county intends to deliver the full range of activities and services necessary to move CalWORKs recipients from welfare to work. In January 1998, Assembly Bill 1542 was enacted into law and required that behavioral health services be offered to CalWORKs participants to assist in removing barriers to employment.
PROCUREMENT
On June 13, 2017 (Item No. 25), as the result of a formal procurement, the Board of Supervisors, approved the contracts in the Recommendation for the provision of Substance Use Disorder Services California Work Opportunity and Responsibility to Kids Life Skills program, in the amount of $2,232,609, for the period of July 1, 2017 through June 30, 2020. The contracts included the option to extend for two one-year periods contingent upon the availability of funding and contractor performance.
The recommended amendments will allow DBH to extend the existing contracts by 9 months for continued SUD CalWORKs Life Skills program through March 31, 2021. DBH will continue to monitor the contracts on a regular basis to ensure compliance standards are met.
