RECOMMENDATION(S)

Recommendation

1.                     Accept grant award (Award No. 1 H8ECS38028-01-00) from the United States Department of Health and Human Services, Health Resources and Services Administration for 2020 Expanding Capacity for Coronavirus Testing Funding to support activities to purchase, administer, and expand capacity for testing COVID-19, in the amount of $257,149, for the period of May 1, 2020 through April 30, 2021.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Department of Public Health 2019-20 budget in the amount of $257,149 for the 2020 Expanding Capacity for Coronavirus Testing funding (Four votes required).

3.                     Authorize the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept non-substantive amendments to the grant award, on behalf of the County, subject to review by County Counsel.

4.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all documents in relation to the grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the 2020 Expanding Capacity for Coronavirus Testing (ECT) funding does not require a match.  The Department of Public Health (DPH) is requesting a $257,149 budget adjustment to the 2019-20 budget for this COVID related funding.  Adequate appropriation and revenue will be included in DPH’s 2020-21 recommended budget.

BACKGROUND INFORMATION

The HRSA ECT grant award provides funding to local health departments to support activities to purchase, administer, and expand capacity for testing COVID-19.  The funding is intended to be utilized for a wide-range of testing and testing-related, in-scope activities that may change as COVID-19 needs evolve within the community. DPH will use the ECT funding for COVID-19 related activities and services that may include, but are not limited to:  maintain health center capacity and personnel levels to support coronavirus testing and clinical and operational needs directly related to testing, development of testing plans for both active infection and prior exposure, procurement of tests, purchase of testing equipment and supplies, purchase of supplies for respiratory hygiene and cough etiquette, purchase of personal protective equipment, and laboratory costs.

 

On May 7, 2020, DPH received the grant award (Award No. 1 H8ECS38028-01-00) from HRSA for ECT funding, in the amount of $257,149, for the period of May 1, 2020 through April 30, 2021.  Approval of this item will allow DPH to accept the grant award for the ECT funding and authorizes the Chairman of the Board of Supervisors (Board), the Chief Executive Officer, or the DPH Director to accept non-substantive amendments to the grant award, on behalf of the County, subject to review by County Counsel.

 

This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact DPH services or activities as the funding will allow reimbursements for ECT COVID-19 related services and activities.
