RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD):

1.                     Approve Amendment No 2 to Revenue Agreement No. 18-397 with the City of Adelanto, increasing the 2019-20 contract amount by $71,717 (from $4,724,802 to $4,796,519) to compensate SBCFPD for its costs of providing fire protection and emergency medical services, with all other terms of the contract remaining in effect until June 30, 2028.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the appropriation and revenue adjustments to SBCFPD’s 2019-20 budget by $71,717, as detailed in the Financial Impact section, for the contract amendment (Four votes required).

FINANCIAL IMPACT

Approval of this amendment will not require additional Discretionary General Funding (Net County Cost) as the City of Adelanto (City) is compensating SBCFPD for the increased cost of providing service in 2019-20.  This increase is primarily the result of a new Memorandum of Understanding (MOU) between SBCFPD and the San Bernardino County Professional Firefighters, Local 935, which represents employees in the Firefighters Unit.

BACKGROUND INFORMATION

On June 26, 2018 (Item No. 79), the Board approved Agreement No. 18-397 (Agreement) allowing SBCFPD to provide fire protection and emergency medical services to the City for a term of ten years, ending on June 30, 2028.  The compensation amount for providing these services is adjusted annually based on various factors.

 

On June 11, 2019 (Item No. 92), the Board approved Amendment No. 1 to Agreement 18-397, that established $4,724,802 as the compensation amount to SBCFPD for services provided in 2019-20.  Subsequent to this action, the Board approved new MOUs with the following labor unions:

 

                     San Bernardino County Professional Firefighters, IAFF, Local 935, representing employees in the Firefighters Unit - approved by the Board on August 20, 2019 (Item No. 66), with salary increases becoming effective on October 12, 2019.

 

                     Association of San Bernardino County Fire Managers, representing employees in the Fire Management Unit - approved by the Board on November 19, 2019 (Item No. 37).

 

Approval of Amendment No. 2 will increase the amount of Agreement 18-397 by $71,717 in 2019-20 to compensate SBCFPD for the additional cost associated with the MOUs.  All other terms of the contract shall remain the same.
