Recommendation
Approve Amendment No. 1 to Enterprise Agreement No. 19-803 with Environmental Systems Research Institute, Inc. to increase the total contract amount by $48,000, from $2,175,000 to $2,223,000, for additional services, software licenses and authorized callers, with no change to the term of December 20, 2019, through December 19, 2022, with one two-year option to extend the term.

FINANCIAL IMPACT
Approval of this amendment will not result in the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation is included in the Information Services Department (ISD) Geographic Information System 2019-20 adopted budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Geographic Information System (GIS) answers the questions of where things are, where things happened, where resources are being deployed, or where there is actionable opportunity. GIS augments existing departmental information with location data points enabling organizations to visualize, understand, and interpret data in ways that reveal relationships, patterns, and trends of a wide variety of information through the use of maps, reports, and charts. Environmental Systems Research Institute, Inc. (Esri), a company whose headquarters are located within the County of San Bernardino in Redlands, is the industry leader in GIS technologies. On December 10, 2019 (Item No. 47), the Board approved an Enterprise Agreement (EA) with Esri to provide proprietary software licensing with maintenance and support services, implementation, and training from December 20, 2019, through December 19, 2022.
There has been continued exponential growth in the use of GIS technologies by County departments. Part of this growth resulted from the development of computer applications that use GIS technologies in responding to the public health emergency of Novel Coronavirus Disease 2019 (COVID-19). Additional services and licenses from Esri and an increase in the number of County staff that are authorized to call Esri for support are needed to support this growth while maintaining an up-to-date GIS infrastructure. This amendment will provide the County with an additional 75 learning and service credits, 25 new Navigator licenses (Mobile Navigation application using Esri Geospatial Cloud), and 5 additional authorized callers that can contact Esri’s technical support. The additional learning and service credits will allow additional County staff to receive training in Esri software products and to utilize Esri’s professional services to further integrate the Esri platform in a growing range of County business processes. The additional Navigator licenses will be used to provide integrated navigation capabilities on mobile devices within the Esri field applications.
PROCUREMENT
On December 10, 2019 (Item No. 47), the Board approved non-competitive Agreement No. 19-803 with Esri for proprietary licensing and support services for the period of December 20, 2019, through December 19, 2022.
