FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Regional Parks Department (Department) will accept payment in the amount of $79,169 from Duke Realty (Contributor) for the cost of Santa Ana River Trail (SART) mitigation fees. This unanticipated revenue is not included in the Department’s 2019-20 budget. Approval of budget adjustments to the Department’s budget is not requested at this time, but may be included on a future quarterly countywide budget report presented to the Board of Supervisors for approval.

BACKGROUND INFORMATION

Regional Parks Department was assigned by the Board of Supervisors to be the steward charged with the development, operation, and maintenance of the regional trail systems throughout San Bernardino County, which includes SART.  SART is over 22 miles of continuous trail linking to Riverside County.  There are currently 7 miles of the trail that is developed.

The Contributor is developing an industrial warehouse on 55.17 net acres in the City of Redlands.  Part of its Conditions of Approval with the County of San Bernardino is to pay into the East Valley Area Plan Mitigation AQ/EVAP or SART mitigation fee.  At $1,435 per acre, the Contributor’s portion of the mitigation fee total is approximately $79,169.

In the past, the Department has applied for state and federal funding to assist in the development of the trail.  The awarded state grants, Coastal Conservancy, stipulates that funds cannot be used towards mitigation fees for SART. The Department seeks to allocate the funds to support the fees for mitigation.
