RECOMMENDATION(S)
Recommendation
Acting as the governing body of the Inland Counties Emergency Medical Agency, approve agreement with County of Sonoma, Coastal Valleys Emergency Medical Services Agency, to develop and provide support services related to the Cardiac Arrest Registry to Enhance Survival data system, in the amount of $14,217 per year, for the period of July 1, 2020 through June 30, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The necessary budget adjustments to accommodate the contract is not requested at this time, but may be included in a future quarterly countywide budget report and will include the necessary appropriation related to this item in ICEMA’s 2020-21 recommended budget.
BACKGROUND INFORMATION
ICEMA, as the local Emergency Medical Services (EMS) agency, is responsible for planning and ensuring effective EMS for the Counties of San Bernardino, Inyo, and Mono. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care hospital.
Data related to EMS in California is compiled locally by EMS providers and ST Elevation Myocardial Infarction (STEMI) Receiving Centers. In most cases, this data is transferred to one of California’s 33 Local Emergency Medical Services Agencies (LEMSAs), which are responsible for the administration of EMS in accordance with the California Health and Safety Code, Division 2.5. The data reflects patient treatment and outcome in Out-of-Hospital Cardiac Arrest (OHCA) patients. While this data can be used to plan and improve the care of cardiac arrest patients, it does not provide the ability to compare, benchmark, or integrate with similar systems or nationwide systems for performance improvement.
Cardiac Arrest Registry to Enhance Survival (CARES), which is administered by Emory University, assists local communities in identifying and tracking cases of cardiac arrest and identifying opportunities for improvement in the treatment of OHCA and provides a mechanism for nationwide data collection. Coastal Valleys Emergency Medical Services Agency (CVEMSA) acts as the CARES State Coordinator, and California LEMSAs are asked to participate in and encouraged to submit OHCA data to the CARES database. The goal is to improve the treatment of OHCA events across the State by furthering the collection of OHCA data and subscribing to the access of state-level and national-level data regarding OHCA events.
