Approve Amendment No. 1 to Contract No. 19-555 with Aviat U.S., Inc. to grant Aviat access to the County Wide Area Network to perform remote performance monitoring and troubleshooting of the County Microwave System.

FINANCIAL IMPACT

Approval of Amendment No. 1 to Contract No. 19-555 with Aviat U.S., will not result in the use of Discretionary General Funding (Net County Cost) as this Amendment is solely to authorize access to the County’s Wide Area Network in order to perform monitoring and troubleshooting of the County’s Microwave System.  The total contract amount of $13,195,778 for the ten-year microwave system technology refresh program remains unchanged.

 

BACKGROUND INFORMATION

Information Services Department (ISD) maintains the microwave system for transmission of information throughout the County.   It is a critical component of the Public Safety Radio System and uses a radio-based pathway for data, voice, and video communications. 

 

On August 6, 2019 (Item No. 20), the Board of Supervisors (Board) approved a ten-year contract with Aviat U.S., Inc. (Aviat) to provide a technology refresh and lifecycle support program for the County’s Microwave System.  The contract also provides for full 24/7 support including system performance monitoring.  Granting Aviat access to the County Wide Area Network (WAN) through a secure virtual private network (VPN) or VPN Site-to-Site network connection is a key component to ensuring the County maximizes the value of the existing contract with Aviat by allowing the vendor to proactively provide performance monitoring, reporting, and optimization services.

 

Approval of Amendment No. 1 to Contract No. 19-555 will grant Aviat access to the County WAN to conduct remote performance monitoring and troubleshooting of the County’s Microwave System. Ongoing remote access to monitor and troubleshoot ensures the County will experience less down time and enhanced performance and service availability of the microwave system.

 

 

 

PROCUREMENT

On September 11, 2012 (Item No. 30), the Board approved Aviat as the exclusive vendor and standard to be used for the Public Safety Radio System Upgrade project for microwave equipment and services.  This standardization is to be maintained throughout the lifecycle and useful life of the microwave system.
