RECOMMENDATION(S)

Recommendation

Approve revenue Contracts in the aggregate amount of $718,405 with the following 11 school districts for the provision of school-based Probation Officers at a cost not to exceed $31,235 per each assigned full-time Probation Officer, for the period July 1, 2020 through June 30, 2021:

1.                     Adelanto Elementary School District - three probation officers ($93,705).

2.                     Apple Valley Unified School District - two probation officers ($62,470).

3.                     Bear Valley Unified School District - one probation officer ($31,235).

4.                     Chaffey Joint Union High School District - one probation officer ($31,235).

5.                     Chino Valley Unified School District - two probation officers ($62,470).

6.                     Colton Unified School District - one probation officer ($31,235).

7.                     Morongo Unified School District - one probation officer ($31,235).

8.                     Needles Unified School District - 0.75 probation officer ($0).

9.                     San Bernardino County Superintendent of Schools - six probation officers ($187,410).

10.                     Upland Unified School District - two probation officers ($62,470).

11.                     Victor Valley Unified School District - four probation officers ($124,940).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). A total of approximately 24 Probation Officers will be assigned to 11 school districts. The Probation Officer for the Needles Unified School District will be assigned on a part-time basis; therefore, this District will not be charged for the position. The average annual cost of each Probation Officer is $129,000, and each district will reimburse an amount not to exceed $31,235 for each assigned full-time Probation Officer. The total cost of the 24 Probation Officers for 2020-21 is $3,096,000, of which the school districts agree to pay a not to exceed amount of $718,405. The Department’s remaining cost of $2,377,595 will be funded by the Juvenile Justice Crime Prevention Act (JJCPA). The JJCPA allocates state resources annually to fund programs that address juvenile crime prevention and focus on public safety. Sufficient appropriation and revenue will be included in the 20-21 Recommended Budget.

 

BACKGROUND INFORMATION

For more than 20 years, the Department has utilized various grants, including funding under the JJCPA, in combination with school district revenue to fund the services of school Probation Officers at various school districts. These Probation Officers serve as a resource for the school districts, and work with students and their families to provide necessary intervention/prevention services in response to problems that reach beyond the school setting and affect the student’s academic progress. These intervention/prevention efforts often result in reduced student delinquency and improved classroom attendance and performance.

 

The current contract terms with the above listed school districts are scheduled to expire on June 30, 2020. The recommended contracts will allow school Probation Officer services to continue for an additional year, through June 30, 2021.

 

In the event that JJCPA funding is not available to continue these services throughout the 2020-21 fiscal year, contract language has been included that allows either party to terminate this agreement upon 15 days’ written notice.
