Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve agreement with Kern County that allows Kern County to provide fire protection services for the unincorporated territory located in San Bernardino County immediately adjacent to the Kern County Line in the area designated as “Western San Bernardino County” (as depicted in Exhibit A of the agreement) from July 1, 2020 through June 30, 2025 at a cost of $868,876 for year one, with 3% annual increases thereafter, for a total contract amount of $4,612,980.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost) as the costs of this agreement will be funded through revenue of the San Bernardino County Fire Protection District (District). In accordance with this agreement, SBCFPD will compensate Kern County in the amount of $868,876 for the first year of costs, with a 3% annual increase for years two through five, for a total contract amount of $4,612,980. The 3% annual increase represents the amount needed to offset Kern County’s projected growth in costs.
Appropriation for the cost of this agreement is included in SBCFPD’s 2020-21 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
On June 16, 2015 (Item No. 83) the Board of Directors approved Agreement 15-326 with Kern County to compensate Kern County for the costs of providing fire protection services to Western San Bernardino County. Because of the proximity of Kern County’s resources to this area, the most cost effective option for SBCFPD is to contract with Kern County for the provision of these services. Agreement 15-326 is scheduled to end on June 30, 2020.
This new agreement will supersede all previous agreements and allow Kern County to provide continued fire protection services to Western San Bernardino County for a period of five years effective July 1, 2020. Services will be provided from Kern County’s Station 17 (Boron), Stations 74 and 77 (Ridgecrest) and Station 75 (Randsburg). The agreement’s compensation amount for 2020-21 represents a 3% increase from prior year.
The agreement, which may be terminated by either party upon 365 days written notice, is necessary to sustain a local intergovernmental partnership established for the purpose of providing efficient fire protection services to the residents of this area.
