RECOMMENDATION(S)

Recommendation

Approve amendments, effective July 1, 2020, to contracts with the following agencies, extending the term by one year for the total period of July 1, 2015 through June 30, 2021, increasing the total aggregate amount by $170,000 from $1,100,000 to $1,270,000 for the continued provision of Day Reporting Center Classes and Enrichment Services:

1.                     Behavioral Awareness Center of San Bernardino County, Amendment No. 4 to Contract No. 15-489, increasing the total contract amount by $25,000, from $161,000 to $186,000.

2.                     Christian Counseling Service, Amendment No. 4 to Contract No. 15-490, increasing the total contract amount by $60,000, from $225,000 to $285,000.

3.                     Family Service Agency of San Bernardino, Amendment No. 4 to Contract No. 15-491, increasing the total contract amount by $60,000 from $275,000 to $335,000.

4.                     Inland Valley Recovery Services, Amendment No. 3 to Contract No. 15-492, with no change to the total contract amount of $178,000.

5.                     Lutheran Social Services of Southern California, Amendment No. 3 to Contract No. 15-493, increasing the total contract amount by $25,000 from $169,000 to $194,000.

6.                     Victor Valley Family Resource Center, Amendment No. 3 to Contract No. 15-495, with no change to the total contract amount of $92,000.

Provide for the Safety, Health and Social Service Needs of County Residents.

 

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  These contracts are funded entirely through the Juvenile Justice Crime Prevention Act (JJCPA).  Annually, the JJCPA allocates funding from the State for programs that address juvenile crime prevention and focus on public safety.  The total aggregate for these contracts will not exceed $1,270,000 for the total contract period of July 1, 2015 through June 30, 2021. Appropriation and revenue for this item have been included in the Probation Department’s (Probation) 2020-21 recommended budget.

 

BACKGROUND INFORMATION

The recommended contract amendments will extend the contract terms for the continued provision of Probation Day Reporting Center (DRC) classes and Enrichment Services (ES) for an additional year, with an increase of $170,000 to the total aggregate amount.   Probation DRC classes and ES are designed to effectively meet the diverse needs of juveniles, while concurrently maximizing public safety through a reduction in recidivism.  DRC classes and ES include a wide variety of evidence-based (demonstrated effectiveness) curriculum approved by the State.  The curriculum includes, but is not limited to, substance abuse, alcohol awareness, anger management, gang avoidance, and classes for juveniles and their parents to help youth understand and overcome problems in an effort to discontinue their inappropriate and/or unlawful behavior.  DRC classes are provided at Probation’s three DRC sites located in San Bernardino, Montclair, and Victorville.  ES follow the same curriculum as DRC classes but are provided at the contractors’ pre-approved sites countywide.

 

PROCUREMENT

On June 23, 2015 (Item No. 62), as a result of a formal procurement process, the Board of Supervisors (Board) approved contracts with Behavioral Awareness Center, Christian Counseling Service, Family Service Agency, Inland Valley Recovery Services, Lutheran Social Services of Southern California, Mountain Counseling and Training, and Victor Valley Family Resource Center for the provision of Probation DRC classes and ES, in an aggregate amount not to exceed $1,000,000, for the period of July 1, 2015 through June 30, 2018. 

 

On May 22, 2018 (Item No. 78) the Board approved Amendment No. 1 to all seven contracts, increasing the aggregate amount by $145,000, from $1,000,000 to $1,145,000, and extending the contracts through June 30, 2019.   

 

In April 2019, Mountain Counseling and Training, Inc. (MCT) provided notice they would no longer be providing services.  As the seven contracts were each allocated specific dollar amounts, with the aggregate total of $1,145,000, the aggregate amount was reduced by MCT’s allocation of $165,000, resulting in the adjusted aggregate amount of $980,000.

 

On May 21, 2019 (Item No. 78) the Board approved Amendment No. 2 to the remaining six contracts with no change to the aggregate amount not to exceed $980,000, and extended the contracts through June 30, 2020.

 

On August 20, 2019 (Item No. 35) the Board approved Amendment No. 3 to three of the contracts (Behavioral Awareness Center of San Bernardino County, Christian Counseling Service and Family Service Agency of San Bernardino) increasing the aggregate amount by $120,000, from $980,000 to $1,100,000. 

 

The recommended amendments exercise the final option to extend all six contracts through July 1, 2021. The Department has not been able to complete the procurement process because the State of California has not yet finalized its additions and revisions to the curriculum for DRC classes and ES. The procurement for the provision of DRC classes and ES will be completed with contracts awarded effective as early as March 2021, and no later than July 1, 2021.
