Mid-Block Crosswalk and No Stopping, Standing, or Parking Zone on Stanfield Cutoff, Big Bear Area

RECOMMENDATION(S)

Recommendation

1.                     Adopt Resolution establishing a mid-block crosswalk on Stanfield Cutoff approximately 1,300 feet southeast of North Shore Drive (HWY38), in the Big Bear area, pursuant to County Code Section 52.0124(a).

2.                     Adopt Resolution establishing a “No Stopping, Standing or Parking” zone pursuant to County Code section 52.0118 on Stanfield Cutoff in the Big  Bear Area, along the west side from approximately 753 feet south of North Shore Drive to approximately 1,930 feet south of North Shore Drive for a total distance of approximately 1,177 feet and on the east side from approximately 1,200 feet south of North Shore Drive to approximately 1,460 feet south of North Shore Drive for a total distance of 260 feet in the Big Bear area.

3.                     Direct the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolutions in Recommendations 1 and 2.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed resolutions will not result in significant costs to the Department of Public Works (Department). The minor administrative costs to update Department records, and the cost to install and maintain signage for the “No Stopping, Standing or Parking” zone are minimal and will be funded by Gas Tax Revenue. Sufficient appropriation is included in the Department’s 2020-21 Road Operations budget.

 

BACKGROUND INFORMATION

The City of Big Bear Lake (City) is in the process of finalizing a City sponsored project on Stanfield Cutoff for the construction of a bike and pedestrian path located on both sides of Stanfield Cutoff. 

 

As part of this project the City is requesting to install a mid-block crosswalk with flashing yellow beacons to assist pedestrians in gaining access to the lake and existing bike paths located on the west side of Stanfield Cutoff. The City has agreed to maintain the flashing yellow beacons. The City has performed an engineering study to justify the necessity of the mid-block crosswalk and the Department has reviewed the study and supports those findings justifying the establishment of a mid-block crosswalk.

 

The Department is also requesting the establishment of a “No Stopping, Standing or Parking” zone pursuant to County Code section 52.0118 along the east and west side of Stanfield Cutoff to increase pedestrian safety along this portion of Stanfield Cutoff. The Department will install and maintain all appropriate signage for the “No Stopping, Standing or Parking” zone. Limits shall be along the west side from approximately 753 feet south of North Shore Drive to approximately 1,930 feet south of North Shore Drive for a total distance of approximately 1,177 feet and on the east side from approximately 1,200 feet south of North Shore Drive to approximately 1,460 feet south of North Shore Drive for a total distance of 260 feet.

 

The Department therefore recommends and supports the installation of the mid-block crosswalk by the City as well as the establishment of a “No Stopping, Standing or Parking” zone on both sides of Stanfield Cutoff, per County Code Section 52.0124(a) and section 52.0118, respectively.
