Recommendation
Approve contract with Child Care Resource Center to provide subsidized childcare as part of the Early Head Start-Child Care Partnership Program, in the amount of $4,474,824, for the contract period of July 1, 2020 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amount of $4,474,824 for subsidized childcare is approximately 86% ($3,848,349) federally funded through the Administration for Children and Families (ACF) and approximately 14% ($626,475) State funded through the Children and Families Commission (Commission) of San Bernardino. Adequate appropriation and revenue have been included in the Preschool Services Department's (PSD) 2020-21 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION
The recommended contract with the Child Care Resource Center (CCRC) will allow PSD to provide subsidized childcare services to qualified families through the Early Head Start - Child Care Partnership Program. The overall goal of Early Head Start programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.
