Recommendation
Approve Amendment No. 3, effective July 1, 2020, to the following contracts for the provision of Older Adult Community Services, updating standard contract language, increasing the total contract amount by $350,000, from $1,425,000 to $1,775,000, and extending the contract period from June 30, 2020, for the total contract period of July 1, 2015 through December 31, 2020:
1. Rim Family Services, Inc., Contract No. 15-391, increasing the total contract amount by $100,000, from $425,000 to $525,000.
2. West End Family Counseling Services, Inc., Contract No. 15-392, increasing the total contract amount by $250,000, from $1,000,000 to $1,250,000.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $350,000 for Older Adult Community Services (OACS) will be funded by Mental Health Services Act funding. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2020-21 budget.
BACKGROUND INFORMATION
OACS is a Prevention and Early Intervention program to promote healthy aging and assist in maintaining mental wellness, by delivering prevention and early intervention services to the older adult population in San Bernardino County. OACS is provided to older adults (60 years old and above) who may be experiencing the onset of serious psychiatric illness or are at risk due to the aging process, trauma, and/or bereavement. The recommended amendments will extend the contracts for OACS through December 31, 2020. Upon approval of the recommended amendments, DBH anticipates the agencies will serve approximately 2,984 participants at an average cost of $117 per participant.
The OACS program includes four components 1) Older Adult Mobile Resource Unit, 2) Older Adult Wellness Services, 3) Older Adult Home Safety Program, and 4) Older Adult Suicide Prevention Program. Activities within each component encompass delivering services to older adults in a culturally and linguistically competent manner and provide services in geographically isolated areas. The program is designed to benefit older adults who encounter barriers to accessing prevention and early intervention mental health services, those at risk of suicide, and those who are unserved, underserved, and inappropriately served. Activities include mental health assessments; substance abuse screenings; transportation to medical appointments; assisting with maintaining appropriate levels of home and personal safety; and providing suicide prevention, intervention, education, and screenings. DBH has been providing countywide OACS to eligible older adult San Bernardino County residents, with the approval of the California Mental Health Oversight and Accountability Commission, through a Memorandum of Understanding with the County Department of Aging and Adult Services (High Desert region) and contracted service providers since 2009.
PROCUREMENT
On June 23, 2015 (Item No. 27), as the result of a formal procurement, the Board of Supervisors (Board) approved the contracts with Rim Family Services, Inc. (Rim) and West End Family Counseling Services, Inc. (West End) to provide OACS, in the amount of $855,000, for the period of July 1, 2015 through June 30, 2018, with two one-year extension options contingent upon funding and contractor performance.
On June 12, 2018 (Item No. 33), the Board approved the first one-year extension to the contracts with Rim and West End, updating standard contract language and increasing the total contract amount by $285,000, from $855,000 to $1,140,000, for the total contract period of July 1, 2015 through June 30, 2019.
On March 12, 2019 (Item No. 16), the Board approved a one-year extension to the contracts with Rim and West End, updating standard contract language and increasing the total contract amount by $285,000, from $1,140,000 to $1,425,000, for the total contract period of July 1, 2015 through June 30, 2020.
The recommended amendments will allow DBH to update standard contract language and extend the existing contracts with Rim and West End by six months for continued OACS through December 31, 2020. The extension is requested as DBH is conducting a new procurement for these services, with new contracts to be effective January 1, 2021. DBH will continue to monitor the contracts on a regular basis to ensure compliance standards are met.
