RECOMMENDATION(S)

Recommendation

Approve amendments, effective July 1, 2020, to the following contracts for substance use disorder Perinatal Services, increasing the total contract amount by $1,600,000, from $6,400,000 to $8,000,000, and exercising the final one-year extension option, for the total contract period of July 1, 2016 through June 30, 2021:

1.                     High Desert Child, Adolescent and Family Services Center, Inc., Contract No. 16-409 A-3, increasing the contract amount by $456,123, from $1,824,492 to $2,280,615.

2.                     Inland Behavioral and Health Services, Inc., Contract No. 16-410 A-4, increasing the contract amount by $640,225, from $2,560,900 to $3,201,125.

3.                     Inland Valley Drug and Alcohol Recovery Services, Inc., Contract No. 16-411 A-4, increasing the contract amount by $503,652, from $2,014,608 to $2,518,260.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The total increase of $1,600,000 is funded through Memorandum of Understandings with Children and Family Services (CFS) and the Transitional Assistance Department (TAD), 2011 Realignment, Public Safety Realignment, Substance Abuse Prevention and Treatment Block Grant, and Drug Medi-Cal (DMC).  Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2020-21 budget.

 

BACKGROUND INFORMATION

Substance Use Disorder Services (SUD) Perinatal Services provide countywide substance use disorder intensive outpatient perinatal treatment services to eligible County residents who are pregnant and/or with dependent children.  The recommended amendment to the contracts with High Desert Child, Adolescent and Family Services Center, Inc. (High Desert Child), Inland Behavioral and Health Services, Inc. (IBHS), and Inland Valley Drug and Recovery Services, Inc. (IVDRS) will allow DBH to continue to provide SUD Perinatal Services to eligible clients in their service areas through June 30, 2021. In 2020-21, DBH anticipates the agencies will provide services for approximately 441 perinatal treatment episodes at an average cost of $3,628 per episode.

 

DBH is responsible for providing mental health and/or substance use disorder services to San Bernardino County residents who are experiencing major mental illness and/or substance use disorders.  An integral part of the service delivery system consists of SUD services provided by DBH to eligible clients that include prevention, treatment, wellness and recovery.  Services provided by DBH include SUD Perinatal Services with countywide services provided by DBH contracted providers.  Substance use disorder treatment and other therapeutic interventions are provided to pregnant and/or parenting women who are experiencing substance use disorders and have children 0-10 years of age.  An important aspect of the program is the child care provided on and off-site while clients attend group sessions and/or individual treatment services.

 

PROCUREMENT

On June 14, 2016 (Item No. 25), as a result of a formal procurement, the Board of Supervisors (Board) approved contracts with High Desert Child, IBHS, and IVDRS, in the amount of $3,974,328, for the period of July 1, 2016 through June 30, 2019, with the option to extend for two one-year periods contingent upon funding and contract performance.

 

On May 23, 2017 (Item No. 27), the Board approved Amendment No. 1 to the contracts with IBHS and IVDRS, increasing the total contract amount by $825,672, from $2,605,959 to $3,431,631, with no change to the total contract period.

 

On June 12, 2018 (Item No. 20), the Board approved Amendment No. 1 to the contract with High Desert Child, and Amendment No. 2 to the contracts with IBHS and IVDRS, updating standard contract language, with no change to the total contract amount of $4,800,000 or the contract period of July 1, 2016 through June 30, 2019.

 

On June 11, 2019 (Item No. 17), the Board approved Amendment No. 2 to the contract with High Desert Child, and Amendment No. 3 to the contracts with IBHS and IVDRS, updating standard contract language, increasing the total contract amount by $1,600,000, from $4,800,000 to $6,400,000, and exercising the first one-year extension option, for the total contract period of July 1, 2016 through June 30, 2020.

 

Approval of the amendments to these contracts will allow DBH to exercise the final extension option and continue Substance Use Disorder Perinatal Services through June 30, 2021. A new procurement for these services will be released during 2020-21. DBH will continue to monitor contractor performance on a regular basis to ensure compliance standards are met.
