RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Inland Counties Emergency Medical Agency, approve grant award Agreement No. C20-011 with the State of California, Emergency Medical Services Authority, to receive $298,161, for the continued maintenance of the regional Emergency Medical Services system in San Bernardino, Inyo, and Mono Counties for the period of July 1, 2020 to June 30, 2021.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) and will allow the Inland Counties Emergency Medical Agency (ICEMA) to receive grant funds in the amount of $298,161 for the period of July 1, 2020 to June 30, 2021. Sufficient appropriation and revenue related to this grant are included in ICEMA’s 2020-21 budget.

 

BACKGROUND INFORMATION

ICEMA is the local Emergency Medical Services (EMS) agency responsible for planning, implementing, and evaluating the EMS system for the region consisting of San Bernardino, lnyo, and Mono Counties.  The State of California, Emergency Medical Services Authority (EMSA) is responsible for assessing local or regional EMS areas to determine the need for additional EMS services and has provided funding to regional EMS agencies, including ICEMA, to support and maintain activities since 1976.

 

Approval of this item will allow ICEMA to continue to provide support and maintenance of the regional EMS system in San Bernardino, Inyo, and Mono Counties, for the period of July 1, 2020 through June 30, 2021. EMSA may terminate this Agreement upon 30 days written notice.  In accordance with the California Health and Safety Code, Division 2.5, these funds will help support the following EMS agency functions:

 

                     System Organization and Management through developing and maintaining an effective EMS system to meet the emergency medical needs of residents within the ICEMA region.

 

                     Staffing and Training through ensuring EMS personnel, functioning within the EMS system, are properly trained and credentialed to safely provide medical care.

 

                     Response and Transportation through developing and maintaining an effective EMS response and ambulance transportation system.

 

                     Facilities and Critical Care through establishing and/or identifying appropriate facilities to provide for the standards and care required by a dynamic EMS patient care delivery system.

 

                     Data Collection and System Evaluation through the use of quality data collection and other methods to improve system performance and evaluation.

 

                     Public Information and Education through providing programs to establish an awareness of the EMS system, how to access and use the system and provide programs to train members of the public in first-aid and CPR.

 

                     Disaster Medical Response through collaboration with the Office of Emergency Services, Public Health and EMS responders in the preparedness and response of the region’s EMS systems in the event of a disaster or catastrophic event within the region or a neighboring jurisdiction.

 

The grant award Agreement includes the following non-standard terms required by the State:

 

Insurance

 

                     This Agreement contains non-standard insurance language not consistent with 11-07SP.

 

Indemnification

 

                     ICEMA agrees to indemnify and hold harmless EMSA, the State of California, and each and all of their officers, agents, and employees, from any and all claims and/or losses accruing or resulting from exposure to environmental health hazards in connection with the performance of this Agreement.

 

Settlement of Disputes

 

                     Any dispute arising under this Agreement that is not disposed of by Agreement shall be decided by the EMSA Contract Officer, who may consider any written or verbal evidence submitted by the Contractor.  The decision of the Contract Officer, issued in writing, shall be EMSA’s final decision on the dispute.
