RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Inland Counties Emergency Medical Agency (ICEMA):

1.                     Approve revenue contract with Imperial County Public Health Department to receive $45,000 ($15,000 per year) for providing access to ICEMA’s Emergency Medical Services (EMS) data system for the term July 1, 2020 through June 30, 2023.  Direct the EMS Administrator or his or her designee, to transmit all documents and agreements in relation to this contract to the Secretary of the Board of Directors within 30 days of execution.

2.                     Approve revenue contract with North Coast Emergency Medical Services to receive $45,000 ($15,000 per year) for providing access to ICEMA’s EMS data system for the term July 1, 2020 through June 30, 2023.

3.                     Approve revenue contract with Northern California Emergency Medical Services, Inc. to receive $12,000 ($4,000 per year) for providing access to ICEMA’s EMS data system for the term July 1, 2020 through June 30, 2023

4.                     Approve revenue contract with Sacramento County Emergency Medical Services Agency to receive $105,000 ($35,000 per year) for providing access to ICEMA’s Emergency Medical Services (EMS) data system for the term July 1, 2020 through June 30, 2023.  Direct the EMS Administrator or his or her designee, to transmit all documents and agreements in relation to this contract to the Secretary of the Board of Directors within 30 days of execution.

5.                     Approve revenue contract with Sierra - Sacramento Valley Emergency Medical Services Agency to receive $105,000 ($35,000 per year) for providing access to ICEMA’s Emergency Medical Services (EMS) data system for the term July 1, 2020 through June 30, 2023.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost). ICEMA will receive a total of $312,000 from these revenue contracts over a period of three years. Revenue and appropriation related to these contracts are included in ICEMA’s 2020-21 recommended budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

ICEMA, as the Local Emergency Medical Services Agency (LEMSA), is responsible for ensuring effective Emergency Medical Services (EMS) for the Counties of San Bernardino, Inyo, and Mono.  ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to an acute care hospital.

 

Data related to EMS in California is compiled locally by EMS provider agencies and Trauma Centers, as required by Title 22 of the California Code of Regulations. In most cases, this data is transferred to one of California’s 33 LEMSAs, which are responsible for the administration of EMS in accordance with Division 2.5 of the California Health and Safety Code.  The data reflects patient treatment and outcome in EMS and trauma care.  While this data can be used to plan and improve EMS/trauma care by LEMSAs, it does not provide the ability to compare, benchmark, or integrate with similar systems or statewide systems for performance improvement. 

 

ICEMA has been contracted by the State of California, EMS Authority since 2013 to provide data collection and maintenance of statewide EMS and trauma data. The contract has funded development of a data repository, utilizing ICEMA data software, to provide a mechanism for statewide data collection. The project is so successful that ICEMA has submitted over 10 million EMS patient care records to the national database.

 

The ICEMA Board of Directors (Board) approved contracts with the following LEMSAs for the collection and submission of their EMS and trauma patient care data to ICEMA for statewide inclusion into the national database, with the purpose of using this information to improve the quality of care and health outcomes: 

 

                     Imperial County Public Health Department:  Contract No. 18-908 (December 18, 2018, Item No. 84).

                     North Coast Emergency Medical Services:  Contract No. 14-668 (July 8, 2014, Item No. 59) and Contract No. 17-539 (June 27, 2017, Item No. 71).

                     Northern California Emergency Medical Services, Inc.:  Contract No. 14-428 (June 17, 2014, Item No. 88) and Contract No. 17-540 (June 27, 2017, Item No. 71).

                     Sierra - Sacramento Valley Emergency Medical Services Agency:  Contract No. 14-524 (June 17, 2014, Item No. 90) and Contract No. 17-538 (June 27, 2017, Item No. 71).

                     Sacramento County Emergency Medical Services Agency:  Contract No. 15-518 (July 28, 2015 (Item No. 86), Contract No. 16-488, July 28, 2016, Item No. 101, and Contract No. 17-658 (July 25, 2017, Item No. 56).

 

These contracts, which also allow each LEMSA to access ICEMA’s EMS data system for patient care reports, are scheduled to expire on June 30, 2020.  Therefore, Board approval of new revenue contracts is needed to continue these services for an additional three-year period, and synchronizes the term for all LEMSA contracts.
