Recommendation
Approve Revenue Agreement with San Bernardino Community College District for a three-year period commencing July 1, 2020 through June 30, 2023, with two one-year or one- two-year options to extend the term, for total maximum revenue of $1,856,925, to provide training courses at the Sheriff/Coroner/Public Administrator’s Frank Bland Regional Training Center.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). This Agreement provides for revenue in the amount of $3.93 per student-instructional hour, not to exceed 157,500 hours per fiscal year, for total annual revenue not to exceed $618,975, for a total revenue agreement amount of $1,856,925. Revenue in the amount of $600,000 will be included in the Sheriff/Coroner/Public Administrator’s (Department) 2020-21 recommended budget. A budget adjustment is not requested at this time but will be included in a future quarterly countywide budget report brought to the Board of Supervisors (Board) for approval, if necessary. This revenue offsets the cost of instructors, supplies and equipment required to provide courses at the Department’s Training Academy.
BACKGROUND INFORMATION
This Agreement provides for continued affiliation with San Bernardino Community College District (District) to provide public safety training courses for students enrolled in the Department’s Basic Academy, Advanced Officer Training, Use of Force Training, Reserve Academy, and students pursuing an Administration of Justice certificate through San Bernardino Valley College. The Department has provided public safety courses in partnership with the District since 1986. Affiliation with the District enables students to receive college credit for many courses they complete.
Pursuant to the terms of the Agreement, the District will provide a Director to act as the Training Center Co-Director to ensure courses offered meet Peace Officer Standards and Training and California Education Code requirements. The Department will be reimbursed upon the actual number of student instructional hours completed at a rate of $3.93 per instructional hour, not to exceed 157,500 hours per fiscal year. The Agreement may be amended to increase the maximum number of instructional hours in the event that additional financial resources become available.
The Department is responsible for payment of tuition and enrollment fees for courses taken by its employees and volunteers, including those hired as Deputy Sheriff Trainees. The current tuition for a Deputy Sheriff Trainee is $1,700.
The recommended Agreement is for a period of three years, commencing July 1, 2020 through June 30, 2023 and includes two one-year or one two-year options to extend the term by written amendment. The Agreement may be terminated by either party upon 90 days advance written notice.
