RECOMMENDATION(S)

Recommendation

1.                     Declare the following fixed asset equipment as surplus to the County’s needs:

a.                     1979 Cessna T207A Aircraft, equipment No. 229274, Serial No. 20700492 (registration N207TF), fully depreciated with an estimated value of $156,238;

b.                     L3 Wescam MX-10 Camera, Serial No. 446201075, valued at $225,150 in 2011;

c.                     Gyrocam HD Broadcast Camera and Accessories, Serial No. 9006, fully depreciated with an estimated value of $13,250;

d.                     Qualcomm GSP-1600-A Satellite Phone, Serial No. 11600292120, fully depreciated with an estimated value of $150;

e.                     Airborne Transmitter and Antenna, Serial No. CESNNA207, equipment No. 248451, fully depreciated with an estimated value of $28,931.

f.                     Gyrocam Auto Track/Scene Lock, Serial No. 9006; fully depreciated with an estimated value of $32,700.

2.                     Find it is in the public interest to authorize the Purchasing Agent to donate the surplus equipment referenced in Recommendation No.1 to the California Department of Justice.

3.                     Authorize transfer of title to the aircraft and equipment referenced in Recommendation No.1 to the California Department of Justice (Four Votes Required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The 1979 Cessna T207A aircraft and additional equipment listed is fully depreciated, no longer needed by the Sheriff/Coroner/Public Administrator (Department), and has reached the end of its useful life for the County.  Donating this aircraft and additional equipment to the California Department of Justice (CA DOJ), would enable the Department to avoid one-time maintenance costs, estimated at $59,300 (Plane maintenance $50,000 and $9,300 to service the MX-10 Camera).

 

BACKGROUND INFORMATION

The Department’s Aviation Division acquired the Cessna T207A fixed-wing airplane on April 21, 2006 using Federal Asset Seizure funding.  The Department outfitted the aircraft with the necessary equipment to meet its various mission requirements at the time:

                     An Airborne Transmitter and Antenna and a Qualcomm GSP-1600-A Satellite Phone were purchased in 2006, for $28,931 and $6,353, respectively;

                     A Gyrocam HD Broadcast Camera and Accessories were purchased on December 11, 2007 for $490,263;

                     A Gyrocam Auto Track/Scene Lock was purchased on October 4, 2011 for $32,700.

 

The Department also acquired the following equipment from another aircraft:

                     A Wescam MX-10 Camera purchased in August 2011, at a cost of $225,150.

 

Due to several limitations, including performance issues, substantial required maintenance, and necessary rewiring to outfit all new electronics, the aircraft and equipment do not meet the Department’s current mission requirements. The Department is requesting to declare the Cessna T207A, Satellite Phone, Gyrocam HD Broadcast Camera and Accessories, Transmitter and Antenna, Gyrocam Auto Track/Scene Lock, and one Wescam MX-10 camera as surplus to the needs of the County.

 

If the County were to sell the aircraft it would require substantial resources including specialized contractors to remove the law enforcement equipment, in addition to having to meet the United States regulations on the sale, export, or transfer of controls of the camera equipment.  To ensure the aircraft and its equipment continue to benefit the law enforcement community and the citizens it serves throughout the state, the Department recommends that the aircraft and equipment be donated to the CA DOJ, who would be required to accept the aircraft and equipment in an “as is” condition and release the County of any liability as a condition of accepting the donation.

 

Approval of this item will declare the fixed-wing aircraft and equipment as surplus to the County and authorize its donation to the CA DOJ. Additionally, it will allow the Purchasing Agent to transfer title of the aircraft and equipment.
