RECOMMENDATION(S)

Recommendation

Approve Amendments to Revenue contracts with the following school districts for the provision of School Resource Officer services, extending the contract terms by one year from July 1, 2020 through June 30, 2021:

1.                     Amendment No. 5 to Revenue Contract No.15-499 with Colton Joint Unified School District, in the amount of $462,245 for two School Resource Officers.

2.                     Amendment No. 5 to Revenue Contract No.15-501 with Victor Valley Union High School District, in the amount of $231,123 for one School Resource Officer.

3.                     Amendment No. 2 to Revenue Contract No. 18-380 with Oro Grande School District, in the amount of $231,123 for one School Resource Officer.

4.                     Amendment No. 2 to Revenue Contract No. 18-640 with Redlands Unified School District, in the amount of $231,123 for one School Resource Officer.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The proposed amendments provide revenue in the total amount of $1,155,614, to fund five Deputy Sheriff positions to serve as School Resource Officers (SRO) for the 2020-21 school year. The rates listed in Schedule A of each contract provide full cost recovery of both the direct and indirect costs of providing the SRO services. Sufficient appropriation and revenue will be included in the Sheriff/Coroner/Public Administrator’s (Department) 2020-21 recommended budget.

 

BACKGROUND INFORMATION

The Department currently has SRO contracts with: Colton Joint Unified School District (CJUSD), Victor Valley Union High School District (VVUHSD), Oro Grande School District (OGSD), and Redlands Unified School District (RUSD).

 

The Board of Supervisors (Board) approved revenue contracts No. 15-499 and No. 15-501 with CJUSD and VVUHSD, respectively, on June 23, 2015 (Item No. 82). Further, the Board approved two additional revenue contracts: No. 18-380 with OGSD and No. 18-640 with RUSD (June 26, 2018, Item No. 62; and August 21, 2018, Item No. 56, respectively), for the provision of SRO service at their campuses, with the latest amendments approved by the Board on June 11, 2019 (Item No. 76), extending the contract terms through June 30, 2020.

The proposed amendments will extend the contract term for all contracts from July 1, 2020 through June 30, 2021, and update the cost of service for the 2020-21 school year, allowing for the continuation of SRO services which include 73% of the annual cost of a Deputy Sheriff and marked patrol units assigned to the districts. This equates to 190 days of service, consistent with the length of the school year (180 days of student instruction), plus 10 additional days for any necessary services such as in-service training, meetings, and report writing. In addition to peace officer duties, SROs provide mentoring to students and conduct presentations on youth-related issues. These contracts benefit the school districts and the Department by having a dedicated law enforcement presence, which helps to create a safe environment for students and faculty.
