Recommendation

Approve Amendment No. 2 to Agreement No. 15-226 with the Baker Community Services District (BCSD), increasing the total contract amount by $317,040 from $443,374 to $760,414, exercising the last option to extend the term by three years, for the new total period of July 1, 2015 through June 30, 2023, increasing the operator rate to $35.00 per hour, changing the trip rate to $1,000 per trip (up to $52,000 per year), adding rent for the use of the BCSD property in the amount of $750 per month, and an annual cost of $1,000 for hydraulic fuel and fluid, for the continued operation of the Baker Medium Volume Transfer Station Processing Facility.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works - Solid Waste Management Division (SWMD) is financed by fee revenue.  SWMD establishes fees that are charged to the public and other agencies for utilization of the County’s Waste Disposal System. The annual amount of $105,680 includes the daily operation of the Baker Medium Volume Transfer Processing Facility (BMVTPF), an annual cost of $1,000 for hydraulic fuel and fluid, rent for the use of the BCSD property in the amount of $9,000 per year, and $1,000 per trip (up to $52,000 per year) to haul municipal solid waste to the Barstow Sanitary Landfill, only in the event that the County is unable to perform this function. Sufficient appropriation and revenue are included in the SWMD 2020-21 budget, and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

This amendment will allow the BCSD to continue the operation of a community collection center on property owned by the BCSD, as well as allow for an increase in the operator rate from $30.97 per hour to $35.00 per hour, and will include an annual cost of $1,000 for hydraulic fuel and fluid and rent for the use of the BCSD property in the amount of $9,000 per year (or $750 per month), in addition to the transportation of municipal solid waste from the BMVTPF to the Barstow Sanitary Landfill, if the County is unable to transport the waste.

 

On May 5, 2015 (Item No. 35), the Board of Supervisors (Board) approved Agreement No. 15-226 with the BCSD for the operation of the BMVTPF for a term of three years, from July 1, 2015 to June 30, 2018, with the option to extend for two additional three-year terms.

 

On May 1, 2018 (Item No. 33), the Board approved Amendment No. 1 to the Agreement to extend the term two years, from July 1, 2018 to June 30, 2020.

 

This recommended action supports the goals and objectives of working with other agencies and providing for the safety, health and social service needs of the County residents by providing waste disposal services to the residents of the Baker area, allowing BCSD to operate the BMVTPF, and to transfer waste collected to the Barstow Sanitary Landfill only in the event that the County is unable to provide the transfer service (e.g., equipment breakdown).
