Recommendation

1.                     Approve Amendment No. 1 to Contract No. 20-152 with Mt. Rubidouxidence OPCO LLC, doing business as Jurupa Hills Post-Acute, to correct clerical errors and include missing terms, for the period of April 1, 2020 through March 31, 2025, for an annual amount not to exceed $700,000, for a total contract amount of $3,500,000.

2.                     Approve Amendment No. 1 to Contract No. 20-153 with Orange Treeidence Opco LLC , doing business as Riverwalk Post-Acute to correct clerical errors and include missing terms, for the period of April 1, 2020 through March 31, 2025, for an annual amount not to exceed $700,000, for a total  contract amount of $3,500,000.

FINANCIAL IMPACT

Approval of the recommendations with Mt. Rubidouxidence OPCO LLC, doing business as Jurupa Hills Post-Acute, (Jurupa Hills), and Orange Treeidence Opco, LLC, doing business as Riverwalk Post-Acute (Riverwalk), will not result in the use of Discretionary General Funding (Net County Cost).  The total cost of $7,000,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act.  Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2020-21 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of the recommendations will allow for the correction of clerical errors and the inclusion of missing terms to Contract No. 20-152 with Jurupa Hills and Contract No. 20-153 with Riverwalk. The clerical errors and omission of terms, which include the addition of new definitions, adjusting term dates, including a price sheet, and correction to the contract amounts, were noticed after the execution of both Contracts on March 24, 2020, hence, an amendment to both contracts is necessary.

 

ARMC has been utilizing skilled nursing facilities since 2011, which allows ARMC to ensure patients requiring lower levels of care receive proper treatment while making beds available for uninsured patients meeting the criteria for inpatient care.  Jurupa Hills has been providing skilled nursing services since 1972 and has 143 federally certified beds.  Riverwalk is a Medicare and Medicaid certified skilled nursing facility with 146 beds.  Riverwalk has been providing skilled nursing services since 1976.  Approval of this item will provide for the safety, health and social service needs of county residents, as there is an opportunity to reduce costs to ARMC, improve quality of care, and increase overall reimbursement for ARMC

 

PROCUREMENT

On March 24, 2020 (Item 10) the Board approved fixed-rate contracts, Contract No. 20-152 and Contract No. 20-153, with Jurupa Hills and Riverwalk, respectively, on an as-needed, fee-for-service basis for post-acute care services in the total aggregate amount of $3,500,000, for the five-year period of April 1, 2020 through March 31, 2025 based on a competitive procurement.

 

County Purchasing supports the additional amendments to these agreements.
