RECOMMENDATION(S)

Recommendation

1.                     Approve the purchase of computer software licenses, unbudgeted capitalized software, in a total amount of $130,000, for the West Valley Detention Center to support live streaming capabilities for remote access to the Courts and healthcare services.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the $130,000 budget adjustment for 2019-20, for the purchase of computer software licenses, as identified in the Financial Impact Section (Four Votes Required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) received additional funding in the 2019-20 Second Quarter Budget Report for general improvements at the West Valley Detention Center (WVDC) to address the Consent Decree between the Department and the Prison Law Office (PLO).   The Department is requesting to transfer existing appropriation to purchase computer software licenses at WVDC, and the following 2019-20 budget adjustments are requested:

BACKGROUND INFORMATION

Computer software licenses are needed to support the WVDC Medical Unit infrastructure project. Technological infrastructure is being enhanced due to increased demand necessary to address the Prison Law Office Consent Decree and to respond to the COVID-19 pandemic.

 

The computer software licenses are needed to increase infrastructure to support live streaming capabilities for the delivery of healthcare services and for remote access to the Courts. The current state of the WVDC network infrastructure does not support the implementation of high bandwidth consumption or mass video demands. A move toward decentralized network architecture will offer greater localized bandwidth with the potential for secure direct service delivery. This will limit the need for a portion of WVDC’s traffic to traverse the County WAN infrastructure.  In addition, remote access and live streaming capabilities help reduce the need to transport inmates in and out of jail while mitigating the spread of COVID-19. Increasing remote access to healthcare services allows the department to comply with the Prison Law Office Consent Decree.

 

PROCUREMENT

Procurement for the equipment listed in Recommendation No.1 will be completed in accordance with the County’s procurement procedures.
