Recommendation
1. Approve the purchase of 100 Motorola APX6000 handheld radios and associated accessories, unbudgeted fixed assets, in a total amount of $675,000, for use by Probation Officers.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the $675,000 budget adjustment for 2019-20, for the purchase of 100 Motorola APX6000 handheld radios and associated accessories, as identified in the Financial Impact Section (Four Votes Required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Probation Department (Department) is requesting a budget adjustment in the amount of $675,000 to purchase 100 Motorola APX6000 handheld radios and associated accessories to maintain a stock of radios. Sufficient appropriation is available within the Department’s 2019-20 budget. This purchase is funded by the Department’s FY2019-20 AB109 allocation.

BACKGROUND INFORMATION
Approval of this item allows the Department to purchase 100 Motorola APX6000 handheld radios and accessories; such as batteries, chargers, related programming, and warranties to maintain a stock of replacement radios and to issue radios to new Probation Officers after the completion of their training. Additionally, the Department replaces malfunctioning or non-functioning radios, as needed. The Department has been using radios compatible with the County’s P25 system for approximately seven years and will continue to do so until the County switches to a new system.
With the Department issuing radios to Probation Officers upon completion of their training and the replacement of out-of-service radios, it is anticipated that the Department will be handing out the majority of these radios within a year, with the remainder constituting a stock of radios for future deployment. These radios represent a top-of-the-line model for use with the County’s current P25 system.
PROCUREMENT
The Probation Department is requesting the non-competitive procurement of 800 MHz radio systems consistent with the established County infrastructure. On September 11, 2012 (Item No. 30), the Board of Supervisors authorized the Information Systems Department to continue the use of Motorola Solutions Inc. radio equipment as a standard equipment in the best interest of the County, given its significant infrastructure investment and established maintenance requirements. While Probation was not part of the upgrade project, the Department has followed the recommendation of Information Services Department to purchase compatible Motorola hardware. The APX6000 being requested by the Department is a top-of-the-line radio that is designed to be fully compatible with the Motorola P25 system and features upgradable firmware, which ensures the functionality of the radios for the usable life of the hardware. Radios manufactured by other vendors such as Harris or Kenwood that are listed as P25 compatible may be able to access the County network, but may not be able to have full functionality. Purchasing concurs with this non-competitive procurement.
