RECOMMENDATION(S)

Recommendation

1.                     Approve the non-competitive purchase of two ultraviolet room disinfection systems, unbudgeted fixed assets, from Performance Medical Solutions in a total amount of $125,000, for the decontamination of rooms at the Central and High Desert Juvenile Detention and Assessment Centers.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the $125,000 budget adjustment for 2019-20, as identified in the Financial Impact Section, for the purchase of two UV room disinfection systems (Four Votes Required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Probation Department (Department) is requesting a budget adjustment in the amount of $125,000 to fund the purchase of two ultraviolet (UV) room disinfection systems, medical equipment related to COVID-19 preparedness. Sufficient appropriation is included in the Department’s 2019-20 budget.

BACKGROUND INFORMATION

Approval of this item allows the Department to purchase two UV room disinfection systems to help eliminate COVID-19 pathogens in rooms located at Central Valley and High Desert Juvenile Detention and Assessment Centers. By using ultraviolet light as a disinfectant agent, the UV room disinfection systems will sweep the rooms they are deployed in several times, thereby mitigating the risk of cross-contamination in rooms occupied by juveniles in custody or rooms that may have been contaminated.

 

PROCUREMENT

County Policy 11-04, Section 8.B allows such unbudgeted fixed asset purchases when a local emergency is proclaimed by the Board; the emergency purchase of the fixed assets are necessary for the preservation of life or property; and approval and confirmation by the Board is requested at the next scheduled Board meeting following the emergency.  Purchasing concurs with the non-competitive procurement of two UV room disinfection systems from Performance Medical Solutions due to the emergency proclaimed by the County Board of Supervisors (Board) on March 10, 2020 (Item No. 75).
