RECOMMENDATION(S)

Recommendation

1.                     Find that the 40th Street and other roads improvement project in the Arrowhead Farms area surrounded by the City of San Bernardino (Project) is exempt under the California Environmental Quality Act, Class 1, Section 15301(c) (existing facilities).

2.                     Approve Project as defined in the Notice of Exemption and direct the Clerk of the Board to file and post the Notice of Exemption.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Department of Public Works (Department) is funded by Gas Tax revenues, fees, and other state and local funding.  The requested actions are administrative in nature with minimal financial impact.  Sufficient appropriation is included in the Department’s 2020-21 Road Operations budget (6650002000 34H14922 and 20H14924).

 

BACKGROUND INFORMATION

The Project involves installing new or reconstructing existing curb ramps at various locations in the north San Bernardino area known as Arrowhead Farms on 40th Street, 41st Street, 48th Street, Reservoir Drive and Hill Drive, in accordance with current design standards and pursuant to the Americans with Disabilities Act (ADA). The Project also involves pavement rehabilitation on the following roads: (1) 40th Street, from 0.03 miles east of 3rd Avenue to 0.06 miles west of Johnson Street; (2) 41st Street, from 4th Avenue to 1st Avenue; (3) 48th Street, from Magnolia Street to 0.07 miles east of F Street; (4) Cypress Drive, from 48th Street to Hill Drive;(5) Mountain Drive, from the County limit line to Hill Drive; and (6) 3rd Avenue, from 0.02 miles north of 40th Street to 0.03 miles south of Hill Drive.  The Project will require the acquisition of additional right-of-way, which will be presented to the Board of Supervisors (Board) as a separate item at a future date.

 

Environmental staff of the Department has reviewed this Project and determined that a categorical exemption in accordance with the California Environmental Quality Act (CEQA) Guidelines, Title 14 of the California Code of Regulations, Section 15301(c) is appropriate.  The exemption allows for repair and maintenance activities on existing roads, sidewalks, gutters, and similar facilities that involve negligible or no expansion of use beyond that existing at the time the lead agency’s determination.  When the Board considers the environmental finding, the filing and posting of a Notice of Exemption is recommended.

The Project aligns with the County and Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced and sustainable County and providing for the safety of County residents by improving access for all pedestrians, including those with disabilities, and by improving the structural integrity of roads.

 

PROCUREMENT

The Department anticipates bringing the Project’s plans and specifications, as well as a recommendation to advertise for competitive bids to the Board for consideration at a future date, after the right-of-way is cleared.
