RECOMMENDATION(S)
Recommendation
Approve Amendment No. 1 to Grant Award 20-499 (State Agreement No. BSCC0049-18-MH) with the State of California, Board of State and Community Corrections to extend the term by one year, for a total contract period of May 1, 2019 through September 30, 2021, update contract language and reporting requirements, with no change to the grant award of $202,500.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The State of California, Board of State and Community Corrections (BSCC), is providing funds to the Probation Department (Department) in the amount of $202,500 for mental health training of the Department’s corrections personnel. Adequate appropriation and revenue are included in the Department’s 2020-21 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The recommended amendment will extend the grant term for an additional year, add electronic signature language and required additional progress reports.
The BSCC is providing $7 million to local corrections agencies for a statewide mental health training initiative. The funding was distributed on a per capita basis to local sheriff departments, police departments, and probation agencies to provide mental health related training to their Standards and Training for Corrections (STC)-eligible staff. The funds were distributed in two priority areas:
1. Mental health related training for local corrections staff;
2. Instructor training for the new behavioral health training included in all three STC core training programs (Juvenile Corrections Officer, Adult Corrections Officer, and Probation Officer).
On June 23, 2020 (Item No. 65), the Board approved the Grant Award (State Agreement No. BSCC0049-18-MH) to accept $202,500 to provide critical mental health training to Department personnel. Due to the COVID-19 pandemic, the Department has been unable to implement the required training based on the original agreement schedule. Approval of this item will allow the Department adequate time to provide mental health related training to STC-eligible staff.
