Recommendation

Approve Emergency Facilities and Land Use Agreement (129AB520K5030) with United States Department of Agriculture Forest Service for the use of a portion of Yucaipa Regional Park, for the set-up of an Incident Command Post for the Apple Incident (CA-RRU-096640), which started on August 3, 2020 and ended on August 13, 2020, whereby the County will receive a minimum amount of $70,200 for park use at a daily rate of $7,010.

FINANCIAL IMPACT

Approval of this Emergency Facilities and Land Use Agreement (Agreement) will not result in the use of additional Discretionary General Funding (Net County Cost). Under this Agreement, United States Department of Agriculture Forest Service (Permittee) will pay the Regional Parks Department (Department) $70,200 for the use of a portion of Yucaipa Regional Park (Park) for a period of ten (10) days as detailed below:

Additionally, Permittee will pay a one-time utility access fee of $100 and will also pay for all water usage during their use of the Park.  All fees are consistent with the 2020-21 Board approved fee schedule. 

 

BACKGROUND INFORMATION

On July 31, 2020, the Apple Incident began near the Oak Glen area in the city of Banning, California. The fire burned more than 28,000 acres, threatening homes in Cherry Valley.  Due to the fire’s close proximity to Yucaipa Regional Park, an Incident Command Post was established there.  The recommended Agreement between the Department and Permittee allowed for the use of a portion of the Park whereby Permittee will provide compensation for the period of August 3, 2020 through August 13, 2020.

 

This revenue agreement aligns with the County and Chief Executive Officer Goals and Objectives to Operate in a Fiscally-Responsible and Business-Like Manner by enabling the Department to leverage its park property resources to generate revenue.  Additionally, the agreement aligns with the Goals to Provide for the Safety, Health and Social Service Needs of County Residents and to Pursue County Goals and Objectives by Working with Other Agencies.
