RECOMMENDATION(S)

Recommendation

Continue the Emergency Proclamation, originally proclaimed by the Chief Executive Officer, while serving as the Director of Emergency Services, on June 1, 2020 and ratified by the Board of Supervisors on June 2, 2020 resulting from civil unrest commencing on May 30, 2020, which still exists and continues to be a local emergency, for an additional period in accordance with Government Code section 8630(c).

FINANCIAL IMPACT

The action to continue this local emergency will not require the use of additional Discretionary General Funding (Net County Cost). 

 

BACKGROUND INFORMATION

On June 1, 2020, the Chief Executive Officer, while serving as the Director of Emergency Services, proclaimed the existence of a local emergency.  This action, which was ratified by the Board of Supervisors (Board) on June 2, 2020 (Item No. 50), was due to civil unrest commencing on May 30, 2020 that resulted in damage, graffiti, looting, and arrests in various locations in the County of San Bernardino. The impacts to public safety and other County departments and personnel from the number and magnitude of such unusual occurrences has been extensive.  In regards to this local emergency, the conditions that threaten the safety of persons and property may still exist.

 

Pursuant to Government Code section 8630(C), the Board shall review the need for continuing the local emergency at least once every 60 days until the Board terminates the local emergency.  Board approval of this recommendation would continue the local emergency for an additional period in accordance with Government Code section 8630(c).  The Board last took action to continue this emergency on July 28, 2020 (Item No. 28).
