The above-listed expenditures include necessary purchases to respond to the COVID-19 pandemic by both County departments, where the cost was directly charged to County departmental budgets, and the Purchasing Department (Purchasing) where costs were initially charged to Purchasing’s budget and reimbursed, or will be reimbursed, by other departments. Each department is responsible for tracking and reporting their respective costs for the purpose of seeking FEMA, Coronavirus Aid, Relief, and Economic Security (CARES) Act reimbursements, or any other applicable funding sources.
BACKGROUND INFORMATION
On March 4, 2020, the State of California declared a state of emergency as a result of the COVID-19 outbreak. On March 10, 2020, the San Bernardino County (County) Public Health Officer declared a local health emergency and the Board of Supervisors (Board) authorized the Purchasing Agent to make necessary emergency purchases of goods, services, equipment and personnel in response to the COVID-19 pandemic.
On April 7, 2020 (Item No. 39), the Board approved a $4.0 million increase to Purchasing’s appropriation to acquire personal protective equipment (PPE) for County departments, with the understanding that the expenditures would be reimbursed by County departments. On May 7, 2020, the Board approved a $7.5 million increase in appropriation for Purchasing to make purchases of PPE and supplies to assist businesses as part of the COVID Compliant Partnership Program. Under this Program, businesses have been purchasing supplies at the County’s rate. On May 19, 2020, the Board approved an additional $6.0 million for Purchasing to continue to make bulk purchases of supplies for County departments.
As of July 31, 2020, approximately $11.6 million has been spent, $3.0 million for supplies for businesses and $8.6 for supplies for County departments. In response to the ongoing need for COVID-19 supplies, a companion item on today’s Board calendar seeks approval for an additional $5.0 million in appropriation for County department supplies that are necessary to respond to and mitigate the current COVID-19 pandemic.
Under County Policy 11-04, emergency purchases exceeding $200,000 are to be presented to the Board for ratification following the emergency. Due to the duration of this emergency, Purchasing presents an item to the Board for approval of emergency purchases each quarter.
