RECOMMENDATION(S)

Recommendation

Continue the Emergency Proclamation, originally proclaimed by the Director of Emergency Services on December 6, 2019 and ratified by the Board of Supervisors on December 10, 2019, resulting from the November 27-29, 2019 storm event affecting several cities and communities, as identified in the Background Information section, which still exists and continues to be a local emergency, for an additional period in accordance with Government Code section 8630(c).

FINANCIAL IMPACT

The action to continue this local emergency will not require the use of additional Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

On December 6, 2019, the Chief Executive Officer, while serving as the Director of Emergency Services, proclaimed the existence of a local emergency for the November 27-29, 2019 Storm Event.  This action, which was ratified by the Board of Supervisors (Board) on December 10, 2019 (Item No. 15) in accordance with Government Code section 8630(b), was in response to a series of storms that produced flash flooding, erosion, and substantial mud/debris flow. The storms, which caused critical infrastructure damage on certain roads resulting in the need for emergency protective measures including emergency repairs/detours, affected the following cities/communities within San Bernardino County: Angeles Oaks, Baldwin Lake, Barton Flats, Big Bear City, Big Bear Lake, Crestline, Fawnskin, Forest Falls, Green Valley Lake, Joshua Tree, Lake Arrowhead, Landers, Lucerne Valley, Lytle Creek, Mountain Home Village, Mount Baldy, City of Needles, City of Redlands, City of Rialto, Running Springs, City of San Bernardino, Seven Oaks, Skyforest, Sugarloaf, Town of Yucca Valley, and surrounding areas.

 

Pursuant to Government Code section 8630(c), the Board shall review the need for continuing the local emergency at least once every 60 days until the Board terminates the local emergency.  Approval of this recommendation would continue the local emergency for an additional period in accordance with Government Code section 8630(c).  The Board last took action to continue this local emergency on July 28, 2020 (Item No. 27).
