Recommendation

Approve and authorize the submission of a grant application to the United States Department of Health and Human Services, Administration for Children and Families, in the amount of $3,399,919, for Early Head Start Program and Early Head Start - Child Care Partnership Expansion Program Expansion Funds, to support full-day services through center-based and family child care program options, for the period of October 1, 2020 through June 30, 2021.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The combined application to the United States Department of Health and Human Services, Administration for Children and Families (ACF) requires a 20% non-federal share match of the total program cost (or 25% of request) for both the Early Head Start, and Early Head Start - Child Care Partnership (EHS-CCP) programs. The Preschool Services Department (PSD) will meet this 20% non-federal share match through in-kind volunteers, donated services, and reduced rates for goods and services.

BACKGROUND INFORMATION

The Early Head Start and EHS-CCP Programs Expansion Funds must be utilized to expand access to high-quality, comprehensive early learning services for low-income infants, toddlers and their families. This funding will allow PSD to provide full-day, full year program models with sufficient hours to meet the child care needs of families. Priority will be given to programs that propose services in a federal opportunity zone, which have been deemed as being economically distressed communities by the federal government. PSD requests approval to submit a competitive application to serve an additional 112 infants, toddlers and their families. The application in the amount of $3,399,919 includes $2,337,722 in Basic Operating funds, $58,443 in Training/Technical Assistance funds, and $1,003,754 in one-time start-up costs. PSD intends to directly serve an additional 112 children at existing Early Head Start locations in Barstow, Ontario, San Bernardino City, and Victorville. The grant application is due to ACF by September 21, 2020 and will be submitted electronically upon Board of Supervisors (Board) approval.

 

The Shared Governance Board and PSD Policy Council approved the grant application on August 17, 2020 and August 20, 2020, respectively.

 

The Early Head Start programs provide comprehensive developmental services for children ages 0 to 5 and their families throughout San Bernardino County. These services include health and social services, developmental and behavioral screenings, with the overall goal of increasing the school readiness of young children in economically disadvantaged families. The goals of Early Head Start and EHS-CCP are to enhance children’s growth and development, and strengthen families as primary nurturers of their children. Other services for these programs include parent education, family support, and social services, which are designed to support and empower PSD families.

 

The Early Head Start and EHS-CCP Expansion Funds grant opportunity is competitive, and there are many potential applicants pursuing limited available funding. To reduce the opportunity for another grant applicant to review and use PSD’s strategies and language in their own application, the grant application can be reviewed in its entirety after September 22, 2020 at the Clerk of the Board, 385 N. Arrowhead Avenue, San Bernardino, California.
