Recommendation
Approve contracts with the following agencies to provide CalFresh Healthy Living services in a combined total amount not to exceed $1,908,900, for the contract period of October 1, 2020 through September 30, 2022:
1. San Bernardino County Superintendent of Schools, in the amount of $1,556,700.
2. St. Mary Medical Center, in the amount of $352,200.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total amount of $1,908,900 is 100% federally funded by the United States Department of Agriculture (USDA) Supplemental Nutrition Assistance Program Education (SNAP-Ed). Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DPH receives State SNAP-Ed funding to support nutrition education and obesity prevention programs. The State requires DPH to use this funding to collaborate and subcontract with other entities with the goal of helping low-income Californians establish healthy eating habits and encouraging physically active lifestyle to prevent the onset of nutrition related chronic disease. This ongoing effort is expected to reach 16,000 individuals annually in San Bernardino County.
PROCUREMENT
On March 5, 2020, the Chief Executive Officer approved and authorized Human Services (HS) to release a Request for Proposals (RFP) to solicit agencies to provide a variety of nutrition education services to improve the nutritional status of, and prevent obesity among low income populations in accordance with USDA’s SNAP-Ed target audience, which includes individuals living below 185% of the Federal Poverty Level.
The RFP was posted on the County of San Bernardino’s Electronic Procurement Network (ePro) and prospective bidders were notified via direct mailing. A non-mandatory proposal conference was held on March 24, 2020. Agencies could bid for one or more service categories as defined by the State. The service categories solicited for this procurement were: LIVE: Healthcare Clinics and Hospitals; LEARN: Early Childcare and Education; LEARN: School (K-12) Education; and EAT: Restaurants. A total of four proposals were received in response to the RFP as follows:

An evaluation team that included representatives from DPH and Department of Aging and Adult Services evaluated the proposals based on the following criteria: Agency Infrastructure/Capacity, Agency Experience, Strategic Approach, Scope of Work, and Cost/Budget Summary. Recommended awards were based on agency responsiveness to the RFP and amount of available funding for each service category. Unsuccessful agencies were notified by mail that they may protest the recommendation by submitting a formal protest letter to HS Contracts. No protest letters were received by the deadline.
Based on the evaluation results, San Bernardino County Superintendent of Schools was recommended for a contract to provide services in both LEARN categories and St. Mary’s Medical Center was recommended for a contract in the LIVE category as indicated in the recommendation. No awards or recommendations were made to the EAT: Restaurants category due to a significant change to the County’s Integrated Work Plan which impacted the service category.
The recommended contracts with San Bernardino County Superintendent of Schools and St. Mary’s Medical Center include the option to renew for one additional federal fiscal year (October 1, 2022 through September 30, 2023), based upon the availability of funds, contractor performance, and Board of Supervisors approval.
Contractor performance will be measured by reviewing the required monthly reports and annual site visits by County staff to monitor compliance with the administrative, fiscal, and program requirements of the contracts.
