RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to the Unified Participation Agreement No. 20-106 with American Heart Association, Inc. to include participation in the Coverdell Acute Stroke Registry, at no additional cost effective September 15, 2020, with no change to the contract period of February 11, 2020 through February 10, 2021, automatically renewing for one-year periods.
2. Approve Amendment No. 2 to the Unified Participation Agreement No. 20-106 with American Heart Association, Inc. providing a three-year price guarantee for the subscription and participation in the Get with the Guidelines Stroke Registry, with a decrease in the annual cost of $399, from $10,914 to $10,515, with no change to the contract period of February 11, 2020 through February 10, 2021, automatically renewing for one-year periods.

FINANCIAL IMPACT
Approval of the item with American Heart Association, Inc. (AHA) will not result in the use of Discretionary General Funding (Net County Cost) as this will result in a decrease of costs of $399 annually.
BACKGROUND INFORMATION
Approval of Recommendation No. 1 will allow ARMC to participate in the Coverdell Acute Stroke Registry (Coverdall Registry) which provides the ability to measure, collaborate, and track data to improve the quality of care and access to care for stroke patients from the onset of stroke symptoms through rehabilitation and recovery. The ability to participate in the Coverdall Registry is an enhancement to the Get with the Guidelines-Stroke Registry, which promotes the adherence to the latest evidence-based clinical practice guideline and allows ARMC to submit stroke data to several regulatory agencies nationwide. The goal for participating in both Registries is to decrease the rate of premature death and disability from stroke, while eliminating the disparities in stroke care, providing for the safety, health and social service needs of the County Residents.
Approval of Recommendation No. 2 will allow ARMC to enter into a three-year price guarantee, which will reduce the annual cost by $399.
PROCUREMENT
On March 10, 2020 (Item 14), the Board Approved the Unified Participation Agreement with the American Heart Association, Inc. for the subscription and participation in the Get with the Guidelines - Stroke Registry, for an initial period of one-year, automatically renewing for one-year periods, at a yearly cost of $10,914.
Subscription and participation in the Unified Participation Agreement is a non-competitive procurement as the access to the specific stroke data and the submission of data to regulatory agencies is propriety to the AHA. Purchasing supports this non-competitive procurement.
