RECOMMENDATION(S)

Recommendation

1.                     Accept grant award in the amount of $14,838,750, from the California Health Facilities Financing Authority (CHFFA) Children's Hospital Program of 2018, for the construction and renovation of an adolescent psychiatry unit to be located in the Behavioral Health building at Arrowhead Regional Medical Center (ARMC).

2.                     Adopt Resolution to accept the $14,838,750 grant from the CHFFA Children's Hospital Program of 2018.

3.                     Authorize the Director and the Chief Financial Officer of ARMC to execute the grant award documents, and any subsequent non-substantive amendments necessary subject to review by County Counsel.

4.                     Direct the ARMC Hospital Director and Chief Financial Officer to transmit all grant award documents, and amendments in relation to the CHFFA Children's Hospital Program of 2018 to the Clerk of the Board within 30 days of full execution.

FINANCIAL IMPACT

Approval of the item does not impact Discretionary General Funding (Net County Cost) as the $14,838,750 awarded grant funds do not require matching funds. The grant funding will be used for the construction and renovation of an adolescent psychiatry unit.  Approval of the necessary budget adjustment to ARMC is not requested at this time, but will be included on a future quarterly budget adjustment presented to the Board of Supervisors (Board) and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The California Health Facilities Financing Authority (CHFFA) was established in 1979 and was to be the State's vehicle for providing financial assistance to public and non-profit health care providers through loans, grants and tax exempt bonds. CHFFA has financed a wide range of providers and programs throughout California. The diverse nature of the facilities funded by CHFFA reflects the changing health care needs of the State.

 

Mental Health disorders are among the most common causes of disability. According to the National Institute of Mental Health, nearly one in five adults live with a mental illness, and the statistics are higher for adolescents. Half of teens have had a mental disorder in their lifetimes and one in five have had a severe impairment. According to the County of San Bernardino, Department of Behavioral Health, the gap between the need for mental health care and the number receiving care has increased.  The resources available for adolescents in psychiatric crises in San Bernardino County are limited, including the number of inpatient beds.

 

On March 24, 2020 (Item No. 14), the Board of Supervisors (Board) approved the submission of the grant application to CHFFA.  On or about July 6, 2020, ARMC was notified by CHFFA that it would be awarded the grant, subject to execution of the award documents and the Board of Supervisors passing a resolution authorizing the acceptance of the grant funds for the purpose specified in the grant application. 

 

With the grant funds from the CHFFA, ARMC will develop a facility which will provide intensive, short-term, and highly focused psychiatric care for teens and young adults in crisis.  The project will re-purpose existing administrative space at ARMC to become a comprehensive, 12-bed inpatient crisis center for adolescents.

 

ARMC will utilize the awarded funds to support the alterations and renovations of existing administrative office space for an inpatient crisis stabilization unit for adolescents.  This space will include day-use rooms, individual and group counseling rooms, staff facilities, classroom, relaxation space, nutrition station, and an outdoor area.

 

ARMC is committed to support adolescents and their families while they learn the skills they need to manage their mental health.  The ARMC Adolescent Inpatient Program will be a place for hope and healing for children in psychiatric crisis providing intensive psychiatric stabilization for adolescents up to the age of 19. ARMC will offer expert assessment and inpatient mental health treatment in a safe and nurturing environment. The goal of the program will be for each adolescent to successfully return to his or her home, school and community.

 

In accordance with County Policy No. 05-13, Board approval is needed for the County to accept the CHFFA grant award. This item also authorizes the Hospital Director and Chief Financial Officer of ARMC to execute any necessary grant related documents to accept the grant funds, including any non-substantive amendments, subject to review by County Counsel.
